SYNOPSIS AS INTRODUCED:
 
20 ILCS 3105/19 new

    Amends the Capital Development Board Act. Provides that the Capital Development Board shall maintain on its website links to all currently applicable State building codes. Requires State agencies that propose to adopt new building or construction requirements, or amendments to existing requirements, to report certain information to the Capital Development Board. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Capital Development Board Act is amended by
5adding Section 19 as follows:
 
6    (20 ILCS 3105/19 new)
7    Sec. 19. Access to State building or construction codes.
8    (a) The Board shall maintain on its website, accessible
9from the Illinois State Government website, links to all
10currently applicable State building codes.
11    (b) Every State agency that proposes to adopt new building
12or construction requirements, or amendments to existing
13requirements, shall report that proposed activity to the Board.
14For purposes of this Section, State agency building or
15construction requirements include, but are not limited to,
16those affecting general construction, plumbing, electrical,
17accessibility, fire protection, drinking water, waste water,
18asbestos, ozone, radon, and any other requirements that the
19State applies to construction activities. The report shall be
20submitted at least 30 days before the State agency officially
21proposes the changes by filing the First Notice of its
22rulemaking with the Secretary of State. The report shall
23include a plain language summary of the proposed changes and

1the State agency contact to whom comments on the proposal can
2be made.
3    (c) The Board shall provide on its website the information
4given to it by State agencies under subsection (b) and shall
5provide a link to the Illinois Register page where the
6rulemaking is proposed and can be viewed by the interested
7public.
8    (d) When the State agency moves its rulemaking to Second
9Notice, it shall notify the Board and the Board shall post a
10notice of this activity on its website and provide a link to
11the Illinois General Assembly website where the Second Notice
12version of the rulemaking can be viewed.
13    (e) When the State agency adopts a rulemaking creating or
14amending building or construction rules, it shall notify the
15Board and the Board shall post a notice of this activity on its
16website and provide a link to the Illinois Register page where
17the adoption occurred.
 
18    Section 99. Effective date. This Act takes effect upon
19becoming law.
