| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | (20 ILCS 3970/Act rep.)
| 5 | | Section 5. The Interagency Coordinating Council Act is | 6 | | repealed. | 7 | | Section 10. The Persons with Disabilities on State Agency | 8 | | Boards Act is amended by changing Section 10 as follows:
| 9 | | (20 ILCS 4007/10)
| 10 | | Sec. 10. Definitions. As used in this Act, unless the | 11 | | context requires otherwise:
| 12 | | "Disability" means a physical or mental characteristic | 13 | | resulting from
disease, injury, congenital condition of birth, | 14 | | or functional disorder, the
history of such a characteristic, | 15 | | or the perception of such a characteristic,
when the | 16 | | characteristic results in substantial functional limitations | 17 | | in
3 or more of the following areas of major life activity: | 18 | | self care,
fine motor skills, mobility, vision, respiration, | 19 | | learning, work, receptive
and expressive language (hearing and | 20 | | speaking), self direction, capacity
for independent living, | 21 | | and economic sufficiency.

| 1 | | (1) The Citizens Council on Mental Health and | 2 | | Developmental
Disabilities created under Article 11A of | 3 | | the Legislative Commission
Reorganization Act of 1984.
| 4 | | (2) Advisory councils created by the Department of | 5 | | Human Rights under
Section 7-107 of the Illinois Human | 6 | | Rights Act.
| 7 | | (3) The Guardianship and Advocacy Commission created | 8 | | under the
Guardianship and Advocacy Act.
| 9 | | (4) (Blank). The Interagency Coordinating Council | 10 | | created under the Interagency
Coordinating Council Act.

| 12 | | Section 15. The Employment and Economic Opportunity for | 13 | | Persons with Disabilities Task Force Act is amended by changing | 14 | | Sections 10 and 15 as follows: | 15 | | (20 ILCS 4095/10)

Employment and Economic Opportunity for Persons | 17 | | with Disabilities Task Force. | 18 | | (a) The Employment and Economic Opportunity for Persons | 19 | | with Disabilities Task Force is created. | 20 | | (b) The Employment and Economic Opportunity for Persons | 21 | | with Disabilities Task Force shall be appointed and hold its | 22 | | first meeting within 90 days after the effective date of this | 23 | | Act, be convened by the Governor, and operate with | 24 | | administrative support from the Illinois Department of Human |

| 1 | | Services. | 2 | | (c) The Task Force shall be comprised of the following | 3 | | representatives of State Government: a high-ranking member of | 4 | | the Governor's management team, designated by the Governor; | 5 | | representatives of each division of the Department of Human | 6 | | Services, designated by the Secretary of Human Services; the | 7 | | Director of Healthcare and Family Services, or his or her | 8 | | designee; the Director of Veterans' Affairs or his or her | 9 | | designee; the Director of Commerce and Economic Opportunity or | 10 | | his or her designee; the Director of Employment Security or his | 11 | | or her designee; the Director of Central Management Services or | 12 | | his or her designee; the Director of Juvenile Justice or his or | 13 | | her designee; the Executive Director of the Board of Higher | 14 | | Education or his or her designee; the Executive Director of the | 15 | | Illinois Community College Board or his or her designee; the | 16 | | Executive Director of the Illinois Council on Developmental | 17 | | Disabilities or his or her designee; and the State | 18 | | Superintendent of Education or his or her designee. | 19 | | (d) The Task Force shall also consist of no more than 15 | 20 | | public members who shall be appointed by the Governor and who | 21 | | represent the following constituencies: statewide | 22 | | organizations that advocate for persons with physical, | 23 | | developmental and psychiatric disabilities, entities with | 24 | | expertise in assistive technology devices and services for | 25 | | persons with disabilities, advocates for veterans with | 26 | | disabilities, centers for independent living, disability |

| 1 | | services providers, organized labor, higher education, the | 2 | | private sector business community, entities that provide | 3 | | employment and training services to persons with disabilities, | 4 | | and at least 5 persons who have a disability. | 5 | | (e) The Task Force shall be co-chaired by the | 6 | | representative of the Governor and a public member who shall be | 7 | | chosen by the other public members of the Task Force. | 8 | | (f) The Task Force members shall serve voluntarily and | 9 | | without compensation. Persons with disabilities serving on the | 10 | | Task Force shall be accommodated to enable them to fully | 11 | | participate in Task Force activities. | 12 | | (g) The co-chairs of the Task Force shall extend an | 13 | | invitation to chairs and minority spokespersons of appropriate | 14 | | legislative committees to attend all meetings of the Task | 15 | | Force, and may invite other individuals who are not members of | 16 | | the Task Force to participate in subcommittees of the Task | 17 | | Force or to take part in discussions of topics for which those | 18 | | individuals have particular expertise. | 19 | | (h) The Task Force shall coordinate its work with existing | 20 | | State advisory bodies whose work may include employment and | 21 | | economic opportunity for persons with disabilities.

| 24 | | Sec. 15. Task Force Responsibilities. The Task Force shall | 25 | | analyze programs and policies of the State to determine what |

| 1 | | changes, modifications, and innovations may be necessary to | 2 | | remove barriers to competitive employment and economic | 3 | | opportunity for persons with disabilities, including barriers | 4 | | such as transportation, housing, program accessibility, and | 5 | | benefit structure. The Task Force shall also analyze State | 6 | | disability systems, including the mental health, developmental | 7 | | disabilities, veterans' assistance, workforce investment, and | 8 | | rehabilitation services systems, and their effect on | 9 | | employment of persons with disabilities. The Task Force shall | 10 | | review and analyze applicable research and policy studies, | 11 | | innovations used in other states, and any federal policy | 12 | | initiatives such as customized employment, and federal funding | 13 | | opportunities that would increase competitive employment and | 14 | | economic opportunity for persons with disabilities in | 15 | | Illinois. | 16 | | With regard to the post-secondary transition of youth with | 17 | | disabilities to employment, post-secondary education and | 18 | | training, community living, and other adult activities, the | 19 | | Task Force shall: | 20 | | (1) design a process for collecting, analyzing, | 21 | | coordinating, and sharing data; | 22 | | (2) be a resource for sharing information with State | 23 | | and local agencies involved in the delivery of services to | 24 | | youth with disabilities; | 25 | | (3) assist local transition planning committees by | 26 | | developing model interagency agreements to ensure that |

| 1 | | necessary services are available; | 2 | | (4) review and evaluate annual transition outcome data | 3 | | from information collected by State agencies that are | 4 | | members of the Task Force from local transition planning | 5 | | committees, school districts, and other appropriate | 6 | | sources. Data indicators under this paragraph (4) shall | 7 | | include: | 8 | | (A) high school graduation or passage of high | 9 | | school equivalency testing; | 10 | | (B) participation in post-secondary education, | 11 | | including continuing and adult education; | 12 | | (C) involvement in integrated employment, | 13 | | supported employment, vocational training, and | 14 | | work-based learning activities; | 15 | | (D) independent living, community participating | 16 | | adult services, and other adult services; and | 17 | | (E) enrollment in the Prioritization of Urgency of | 18 | | Need for Services (PUNS) program; | 19 | | (5) evaluate and report on the State's progress with | 20 | | regard to the implementation of the post-secondary | 21 | | transition requirements of the federal Workforce | 22 | | Innovation and Opportunity Act; and | 23 | | (6) develop periodic in-service training programs to | 24 | | consumers and families in improving understanding and | 25 | | awareness of post-secondary transition services.
