HOUSE JOINT RESOLUTION

 
2    WHEREAS, It is highly fitting that the Illinois General
3Assembly pays honor and respect to the truly great individuals
4who have served our country and, in doing so, have made the
5ultimate sacrifice for our nation; and
 
6    WHEREAS, United States Army Corporal James "Chad" Young was
7born in Springfield to Jerry and Brett Ann Bowen Young on
8August 10, 1985 and raised in the Rochester area; he attended
9Ball-Chatham schools and graduated from Glenwood High School in
102003; and
 
11    WHEREAS, Cpl. Young joined the United States Army in 2004;
12he served in Korea before being deployed to Afghanistan for the
13first time, returning in late 2007; he was called back for a
14second tour of duty and arrived in Afghanistan in early June of
152010, where he was assigned to the 863rd Engineer Battalion;
16and
 
17    WHEREAS, Cpl. Young was killed on November 3, 2010 while
18serving his country in Nar-Kariz, Kandahar Province,
19Afghanistan; and
 
20    WHEREAS, Cpl. Young was promoted to corporal posthumously;

1    WHEREAS, Cpl. Young is survived by his parents; his sister,
2Katie Young Powell; his brother, Steven Baptist; his nieces and
3nephews, Caleb Baptist, Elizabeth Baptist, Sydney Robbins, and
4Kamryn Robbins; his aunts and uncles, Lois Young, Patty and
5John "Sandy" Bacia, John and Carol Bowen, Joannie and Dave
6McCallister, and Joe and Rosie Bowen; and 16 cousins;
7therefore, be it
 
8    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
9HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
10CONCURRING HEREIN, that we designate Illinois Route 4 as it
11travels through Chatham as the "U.S. Army Corporal James "Chad"
12Young Memorial Highway"; and be it further
 
13    RESOLVED, That the Illinois Department of Transportation
14is requested to erect at suitable locations, consistent with
15State and federal regulations, appropriate plaques or signs
16giving notice of the name "U.S. Army Corporal James "Chad"
17Young Memorial Highway"; and be it further
 
18    RESOLVED, That suitable copies of this resolution be sent
19to the family of Cpl. Young, Chatham Village President Dave
20Kimsey, and the Secretary of Transportation.
