HOUSE JOINT RESOLUTION

 
2    WHEREAS, The transportation of elementary and secondary
3education students is an important public policy issue; and
 
4    WHEREAS, Whether or not a school district in Illinois may
5use a multi-function school activity bus for transportation is
6continually up for debate; and
 
7    WHEREAS, There is a need for accurate and consistent
8information regarding the legal and appropriate mode of
9transportation of students in grades K through 12 made
10available to administrators, educators, parents and
11transportation companies; therefore, be it
 
12    RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE ONE
13HUNDREDTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE SENATE
14CONCURRING HEREIN, that there is created the Task Force on
15Modes of School Transportation for Elementary and Secondary
16Education, consisting of the following:
17    (1) the State Superintendent of Education or his or her
18designee, who shall serve as Chair of the Task Force;
19    (2) the Secretary of State or his or her designee;
20    (3) the Secretary of Transportation or his or her designee;
21    (4) one member of the General Assembly, appointed by the
22President of the Senate;

1    (5) one member of the General Assembly, appointed by the
2Minority Leader of the Senate;
3    (6) one member of the General Assembly, appointed by the
4Speaker of the House of Representatives;
5    (7) one member of the General Assembly, appointed by the
6Minority Leader of the House;
7    (8) a representative of a statewide association
8representing school board members, appointed by the State
9Superintendent of Education;
10    (9) a representative of an association representing
11private special education centers, appointed by the State
12Superintendent of Education;
13    (10) a representative of a statewide association
14representing regional superintendents of schools, appointed by
15the State Superintendent of Education;
16    (11) a representative of a statewide association
17representing teachers, appointed by the State Superintendent
18of Education;
19    (12) a representative of a different statewide association
20representing teachers, appointed by the State Superintendent
21of Education;
22    (13) a representative of an association representing
23teachers in a city with 500,000 or more inhabitants, appointed
24by the State Superintendent of Education;
25    (14) a representative of an association representing
26private contractors providing school transportation, appointed

1by the State Superintendent of Education;
2    (15) a representative of an association representing large
3unit school districts, appointed by the State Superintendent of
4Education;
5    (16) a representative of a statewide association
6representing principals, appointed by the State Superintendent
7of Education;
8    (17) a representative of a statewide association
9representing school administrators, appointed by the State
10Superintendent of Education;
11    (18) a representative of an association representing
12school boards, appointed by the State Superintendent of
13Education; and
14    (19) a representative of an association representing
15suburban school districts, appointed by the State
16Superintendent of Education; and, be it further
 
17    RESOLVED, That the Task Force shall:
18    (1) conduct a thorough review of existing State and federal
19law regarding the use of the various modes to transport
20elementary and secondary education students;
21    (2) develop concise and consistent information to be
22considered for use by the State Board of Education, the
23Department of Transportation, and the Secretary of State to the
24public about the legal means by which elementary and secondary
25education students may be transported, including, but not

1limited to:
2        (A) the type of vehicle and the required equipment to
3    transport elementary and secondary education students;
4        (B) the allowed purpose of the transportation and any
5    other limits of transportation of elementary and secondary
6    education students by vehicle type;
7        (C) the type of driver's license required to transport
8    elementary and secondary education students; and
9        (D) the requirements for driver licensing and vehicle
10    licensing and inspection; and
11    (3) make recommendations to the State Board of Education
12and the General Assembly regarding the safe transportation of
13elementary and secondary education students in our State; and
14be it further
 
15    RESOLVED, That the Task Force shall seek input from
16stakeholders and members of the public on the issues to be
17reviewed and reported on by the Task Force; and be it further
 
18    RESOLVED, That members of the Task Force shall serve
19without compensation, and the State Board of Education shall
20provide administrative and other support to the Task Force; and
21be it further
 
22    RESOLVED, That the Task Force shall meet at the request of
23the Task Force Chair, but shall meet a minimum of 4 times prior

1to December 15, 2017; and be it further
 
2    RESOLVED, That the Task Force shall present its legislative
3and administrative recommendations to the Governor and the
4General Assembly no later than December 15, 2017; and be it
5further
 
6    RESOLVED, That the Task Force shall be dissolved after
7submitting its recommendations to the Governor and the General
8Assembly.
