SYNOPSIS AS INTRODUCED:
 
20 ILCS 2805/2.13 new

    Amends the Department of Veterans' Affairs Act. Provides that the Department of Veterans' Affairs shall submit a quarterly report to the General Assembly by January 1, April 1, July 1, and October 1 of each year about the health and welfare of residents at Veterans Homes. Provides that each report shall include specified information, including, but not limited to, the number and nature of complaints made by residents and other specified parties and information on epidemics and cases of communicable disease at the Veterans Home. Effective July 2, 2018.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Veterans' Affairs Act is
5amended by adding Section 2.13 as follows:
 
6    (20 ILCS 2805/2.13 new)
7    Sec. 2.13. Veterans Homes; complaints; communicable
8disease reports.
9    (a) As used in this Section:
10    "Case" means a person that lived as a resident in a
11Veterans Home and had an illness due to a communicable disease.
12    "Communicable disease" means an illness due to a specific
13infectious agent or its toxic products that arises through
14transmission of that agent or its products from an infected
15person, animal, or inanimate source to a susceptible host,
16either directly or indirectly, through an intermediate plant or
17animal host, a vector, or the inanimate environment.
18    (b) The Department shall submit a quarterly report to the
19General Assembly by January 1, April 1, July 1, and October 1
20of each year about the health and welfare of residents at
21Veterans Homes. Each report shall include, but not be limited
22to, the following:
23        (1) the number and nature of complaints made by

1    residents, a resident's emergency contacts or next of kin,
2    or a resident's power of attorney during the quarter;
3        (2) information on any epidemic reported at a Veterans
4    Home during the quarter; and
5        (3) the number of cases and information on the cases,
6    including, but not limited to, any dates a resident showed
7    signs and symptoms of having a communicable disease, any
8    dates of a confirmed diagnosis of any resident with a
9    communicable disease, and the action taken by the Veterans
10    Home to eradicate the spread of communicable disease,
11    during the quarter.
 
12    Section 99. Effective date. This Act takes effect July 2,
