AMENDMENT TO HOUSE BILL 5433

AMENDMENT NO. ______. Amend House Bill 5433 on page 1, line 5 after "Section 5-30", by inserting "and by adding Section 14-13"; and

on page 14, immediately below line 3, by inserting the following:

"(305 ILCS 5/14-13 new)

Sec. 14-13. Hospital inpatient high-volume add-on-enhancements.

(a) Beginning July 1, 2018, in addition to any other payments made by the Department for inpatient Medicaid inpatient services, the Department must make add-on enhancement payments for each covered inpatient day for any patient covered by any medical assistance program administered by the Department as follows:

(1) For each general acute care hospital with a rate Year 2017 Medicaid inpatient utilization rate equal to or greater than 47%, an additional $172 per inpatient day.

(2) For each hospital defined as a children's hospital under paragraph (5) of subsection (b) of Section 5-5.02 with a rate Year 2017 Medicaid inpatient utilization rate equal to or greater than 59%, an additional $200 per inpatient day.

(3) For each critical access hospital, an additional $600 per inpatient day.

(b) The Department must require managed care organizations to make the same inpatient high-volume add-on enhancements for inpatient days of care.".
