AMENDMENT TO HOUSE BILL 5111

2    AMENDMENT NO. ______. Amend House Bill 5111 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Behavioral Health Workforce Education Center Task Force Act.
 
6    Section 5. Behavioral Health Workforce Education Center
7Task Force.
8    (a) The Behavioral Health Education Center Task Force is
9created.
10    (b) The Task Force shall be composed of the following
11members:
12        (1) the Executive Director of the Board of Higher
13    Education, or his or her designee;
14        (2) a representative of Southern Illinois University
15    at Carbondale, appointed by the chancellor of Southern
16    Illinois University at Carbondale;

1        (3) a representative of Southern Illinois University
2    at Edwardsville, appointed by the chancellor of Southern
3    Illinois University at Edwardsville;
4        (4) a representative of Southern Illinois University
5    School of Medicine, appointed by the President of Southern
6    Illinois University;
7        (5) a representative of the University of Illinois at
8    Urbana-Champaign, appointed by the chancellor of the
9    University of Illinois at Urbana-Champaign:
10        (6) a representative of the University of Illinois at
11    Chicago, appointed by the chancellor of the University of
12    Illinois at Chicago;
13        (7) a representative of the University of Illinois at
14    Springfield, appointed by the chancellor of the University
15    of Illinois at Springfield;
16        (8) a representative of the University of Illinois
17    School of Medicine, appointed by the President of the
18    University of Illinois;
19        (9) a representative of the University of Illinois at
20    Chicago Hospital & Health Sciences System (UI Health),
21    appointed by the Vice Chancellor for Health Affairs of the
22    University of Illinois at Chicago;
23        (10) a representative of the Division of Mental Health
24    of the Department of Human Services, appointed by the
25    Secretary of Human Services;
26        (11) 2 representatives of a statewide organization

1    representing community behavioral healthcare, appointed by
2    the President of Southern Illinois University from
3    nominations made by the statewide organization; and
4        (12) one representative from a hospital located in a
5    municipality with more than 1,000,000 inhabitants that
6    principally provides services to children.
7    (c) The Task Force shall meet to organize and select a
8chairperson from the non-governmental members of the Task Force
9upon appointment of a majority of the members. The chairperson
10shall be elected by a majority vote of the members of the Task
11Force.
12    (d) The Task Force may consult with any persons or entities
13it deems necessary to carry out its purposes.
14    (e) The members of the Task Force shall receive no
15compensation for serving as members of the Task Force.
16    (f) The Task Force shall study the concepts presented in
17House Bill 5111, as introduced, of the 100th General Assembly.
18Additionally, the Task Force shall consider the fiscal means by
19which the General Assembly might most effectively fund
20implementation of the concepts presented in House Bill 5111, as
21introduced, of the 100th General Assembly.
22    (g) The Task Force shall submit its findings and
23recommendations to the General Assembly on or before September
2428th, 2018. The report to the General Assembly shall be filed
25with the Clerk of the House of Representatives and the
26Secretary of the Senate in electronic form only, in the manner

1that the Clerk and the Secretary shall direct.
2    (h) The Board of Higher Education shall provide technical
3support and administrative assistance and support to the Task
4Force and shall be responsible for administering its operations
5and ensuring that the requirements of this Act are met.
 
6    Section 99. Effective date. This Act takes effect upon
7becoming law.".
