AMENDMENT TO HOUSE BILL 3656

2    AMENDMENT NO. ______. Amend House Bill 3656 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the Flue
5Gas Desulfurization (FGD) Task Force Act.
 
6    Section 5. Definitions. As used in this Act:
7    "FGD" means flue gas desulfurization and other
8technologies that can be used to lower sulfur dioxide
9emissions.
10    "Task Force" means the FGD Task Force
 
11    Section 10. The FGD Task Force.
12    (a) The FGD Task Force is hereby created to increase the
13amount of Illinois Basin coal use in generation units. The FGD
14Task Force shall identify and evaluate the costs, benefits, and
15barriers of new and modified FGD, or other post-combustion

1sulfur dioxide emission control technologies, and other
2capital improvements, that would be necessary for generation
3units to comply with the sulfur dioxide National Ambient Air
4Quality Standards (NAAQS) while improving the ability of those
5generation units to meet the effluent limitation guidelines
6(ELGs) for wastewater discharges and enhancing the
7marketability of the generation units' FGD byproducts.
8    (b) The membership of the Task Force shall be as follows:
9        (1) Two members of the Senate appointed by the
10    President of the Senate.
11        (2) Two members of the Senate appointed by the Minority
12    Leader of the Senate.
13        (3) Two members of the House of appointed by the
14    Speaker of the House of Representatives.
15        (4) Two members of the House of Representatives
16    appointed by the Minority Leader of the House of
17    Representatives.
18        (5) Three members appointed by the Governor, two with
19    expertise in Illinois coal, coal mining, emission
20    reduction, or energy production; and one representative of
21    an electricity generator that owns multiple coal-fueled
22    electric generation plants with FGD or similar
23    technologies.
24        (6) The Director of Natural Resources, or his or her
25    designee.
26        (7) The Director of the Environmental Protection

1    Agency, or his or her designee.
2    (c) Task Force members shall serve without compensation but
3shall be reimbursed for travel expenses incurred in performing
4their duties.
5    (d) The Task Force shall report their findings and
6recommendations to the General Assembly by December 31, 2017.
 
7    Section 15. Administrative support. The Department of
8Natural Resources and the Illinois Environmental Protection
9Agency shall provide administrative and other support to the
10Task Force.
 
11    Section 20. Repeal. This Act is repealed on January 1,
122019.
 
13    Section 99. Effective date. This Act takes effect upon
14becoming law.".
