SYNOPSIS AS INTRODUCED:
 
New Act

    Creates the Flue Gas Desulfurization (FGD) Task Force Act. Creates the FGD Task Force to study the cost benefits of and make recommendations for the construction of new stacks at coal-fired power plants with flue gas desulfurization scrubber technology and the conversion of existing stacks at coal-fired power plants to flue gas desulfurization scrubber technology for the purpose of safely burning more Illinois-mined coal. Provides for the membership of the Task Force and provides that members shall serve without compensation. Requires the Task Force to report its findings and recommendations to the General Assembly by December 31, 2017. Requires the Department of Natural Resources and the Illinois Environmental Protection Agency to provide administrative and other support to the Task Force. Repeals the Act on January 1, 2019. Effective immediately.

1    AN ACT concerning safety.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 1. Short title. This Act may be cited as the Flue
5Gas Desulfurization (FGD) Task Force Act.
 
6    Section 5. Definitions. As used in this Act:
7    "FGD" means flue gas desulfurization.
8    "Task Force" means the FGD Task Force
 
9    Section 10. The FGD Task Force.
10    (a) There is hereby created the FGD Task Force to study the
11cost benefits of and make recommendations for the construction
12of new stacks at coal-fired power plants with FGD scrubber
13technology and the conversion of existing stacks at coal-fired
14power plants to FGD scrubber technology for the purposes of
15safely burning more Illinois-mined coal.
16    (b) The membership of the Task Force shall be as follows:
17        (1) Two members of the Senate appointed by the
18    President of the Senate.
19        (2) Two members of the Senate appointed by the Minority
20    Leader of the Senate.
21        (3) Two members of the House of appointed by the
22    Speaker of the House of Representatives.

1        (4) Two members of the House of Representatives
2    appointed by the Minority Leader of the House of
3    Representatives.
4        (5) Two members appointed by the Governor with
5    expertise in Illinois coal, coal mining, emission
6    reduction, or energy production.
7        (6) The Director of Natural Resources, or his or her
8    designee.
9        (7) The Director of the Environmental Protection
10    Agency, or his or her designee.
11    (c) Task Force members shall serve without compensation but
12shall be reimbursed for travel expenses incurred in performing
13their duties.
14    (d) The Task Force shall report their findings and
15recommendations to the General Assembly by December 31, 2017.
 
16    Section 15. Administrative support. The Department of
17Natural Resources and the Illinois Environmental Protection
18Agency shall provide administrative and other support to the
19Task Force.
 
20    Section 20. Repeal. This Act is repealed on January 1,
212019.
 
22    Section 99. Effective date. This Act takes effect upon
23becoming law.
