1    AN ACT concerning criminal law.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Unified Code of Corrections is amended by
5changing Section 3-2.5-40.1 as follows:
 
6    (730 ILCS 5/3-2.5-40.1)
7    Sec. 3-2.5-40.1. Training. The Department shall design
8training for its personnel and shall enter into agreements with
9the Department of Corrections or other State agencies and
10through them, if necessary, public and private colleges and
11universities, or private organizations to ensure that staff are
12trained to work with a broad range of youth and possess the
13skills necessary to assess, engage, educate, and intervene with
14youth in its custody in ways that are appropriate to ensure
15successful outcomes for those youth and their families pursuant
16to the mission of the Department. The training for Department
17personnel shall include courses in restorative practices. In
18this Section, "restorative practices" means programs and
19activities based on a philosophical framework that emphasizes
20the need to repair harm through a process of mediation and
21peace circles in order to promote empowerment and reparation.
22The Department may adopt rules to implement the training,
23including the length and frequency of the courses and the
