    Amends the Department of Commerce and Economic Opportunity Law of the Civil Administrative Code of Illinois. Makes a technical change in a Section concerning the Interagency Military Base Support and Economic Development Committee.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by changing Section 605-215 as follows:
 
7    (20 ILCS 605/605-215)
8    Sec. 605-215. Interagency Military Base Support and
9Economic Development Committee.
10    (a) To coordinate the the State's activities on and to act
11as a communications center for issues relating to current and
12former military bases in the State, the Interagency Military
13Base Support and Economic Development Committee is created as
14an entity within the Department.
15    (b) The Committee shall be composed of the following 7 ex
16officio members or their designees: the Lieutenant Governor,
17the Director of Commerce and Economic Opportunity, the
18Secretary of Transportation, the Director of Natural
19Resources, the Director of the Environmental Protection
20Agency, the Director of Revenue, and the Adjutant General of
21the Department of Military Affairs. In addition, 4 members of
22the General Assembly shall be appointed, one each appointed by
23the President of the Senate, the Senate Minority Leader, the

1Speaker of the House of Representatives, and the Minority
2Leader of the House of Representatives. The chair and
3vice-chair of the committee, in consultation with the full
4Committee, shall appoint 8 public members to serve as
5representatives from the counties, or adjoining counties, of a
6current or former military base site as necessary to carry out
7the work of the Commission.
8    (c) The Lieutenant Governor shall serve as chair of the
9Committee, and the Director of Commerce and Economic
10Opportunity shall serve as vice-chair and shall oversee the
11administration of the Committee and its functions. Expenses
12necessary to carry out the function of the Committee shall be
13shared among the agencies represented on the Committee pursuant
14to an interagency agreement and from funds appropriated for
15this purpose or from existing funds within the budgets of those
16agencies. General Assembly appointees shall serve for the
17duration of the General Assembly in which the appointee is
18appointed, but the appointee's term shall expire if the
19appointee no longer remains a member of that General Assembly.
20The Committee shall meet not less than quarterly.
21    (d) Each member of the Committee must request reimbursement
22from his or her individual agency for actual and necessary
23expenses incurred while performing his or her duties as a
24member of the Committee. Public members shall be reimbursed
25from funds appropriated to the Department for that purpose.
26    (e) The Committee shall provide advice and recommendations

1to the Department on the following:
2        (1) The formation of a strategic plan for State and
3    local military base retention, realignment, and reuse
4    efforts.
5        (2) The issues impacting current and former military
6    bases in the State, including infrastructure requirements,
7    environmental impact issues, military force structure
8    possibilities, tax implications, property considerations,
9    and other issues requiring State agency coordination and
10    support.
11        (3) The status of community involvement and
12    participation in retention, realignment, and reuse efforts
13    and the community support for economic development before
14    and after a military base closing.
15        (4) The State's retention, realignment, and reuse
16    advocacy efforts on the federal level.
17        (5) The development of impact studies concerning the
18    closing of a base on the community, housing, the economy,
19    schools, and other public and private entities, including
20    additional economic development ideas to minimize the
21    impact in the event of the base closing.
22        (6) The development of future economic expansion plans
23    for areas that are subject to closure or realignment.
24    (f) The Committee, in cooperation with the Department,
25shall keep the Governor and General Assembly informed
26concerning the progress of military base retention,

1realignment, reuse, and economic development efforts in the
2State.
3    (g) The Committee shall serve as the central information
4clearinghouse for all military base reuse, retention, and
5realignment activities. This shall include: (i) serving as a
6liaison between the State and community organizations that
7support the long-term viability of military bases; (ii)
8communicating with the State's congressional delegation; and
9(iii) generally coordinating with the public, governmental
10bodies, and officials in communicating about the future of
11military bases in the State.
