AMENDMENT TO HOUSE BILL 2567

2    AMENDMENT NO. ______. Amend House Bill 2567 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois Vehicle Code is amended by adding
5Section 5-110 as follows:
 
6    (625 ILCS 5/5-110 new)
7    Sec. 5-110. Automobile Dealers' License Task Force.
8    (a) There is hereby created the Automobile Dealers' License
9Task Force within the Office of the Secretary of State which
10shall consist of the following members:
11        (1) the Secretary of State, or his or her designee, who
12    shall serve as Chair of the Task Force;
13        (2) one member of the General Assembly, appointed by
14    the President of the Senate;
15        (3) one member of the General Assembly, appointed by
16    the Minority Leader of the Senate;

1        (4) one member of the General Assembly, appointed by
2    the Speaker of the House of Representatives;
3        (5) one member of the General Assembly, appointed by
4    the Minority Leader of the House of Representatives;
5        (6) the Director of Revenue, or his or her designee;
6        (7) the Director of State Police, or his or her
7    designee;
8        (8) a representative of the Illinois Automobile
9    Dealers Association;
10        (9) the Attorney General, or his or her designee; and
11        (10) a representative of the Alliance of Automobile
12    Manufacturers.
13    (b) The Task Force shall hold an initial meeting within 60
14days after the effective date of this amendatory Act of the
15100th General Assembly and shall meet at least 2 times after
16the initial meeting.
17    (c) The Task Force shall conduct a study relating to the
18licensing and oversight of nontraditional vehicle dealers,
19including, but not limited to, new manufacturers, internet
20brokers, and any other nonconventional entity acting as a
21vehicle dealer, in this State. A nontraditional vehicle dealer
22shall not include a dealer licensed under Section 5-101 or
235-102 of this Code.
24    (d) The Task Force shall report the findings of the study
25to the General Assembly on or before December 31, 2018, at
26which time the Task Force shall be dissolved.

1    (e) The Office of the Secretary of State shall provide
2staff and administrative support to the Task Force.
3    (f) This Section is repealed on January 1, 2019.".
