AMENDMENT TO HOUSE BILL 1858

2    AMENDMENT NO. ______. Amend House Bill 1858, AS AMENDED, by
3replacing everything after the enacting clause with the
4following:
 
5    "Section 5. The Legislative Commission Reorganization Act
6of 1984 is amended by changing Section 8A-35 and by adding
7Section 8A-60 as follows:
 
8    (25 ILCS 130/8A-35)
9    Sec. 8A-35. Capitol Restoration Trust Fund;
10appropriations.
11    (a) The Capitol Restoration Trust Fund is created as a
12special fund within the State treasury. The Fund may accept
13deposits from any source, whether private or public, and may be
14appropriated only for the use of the Architect of the Capitol
15in the performance of his or her powers and duties. The
16Architect of the Capitol may seek private and public funds for

1deposit into the Capitol Restoration Trust Fund.
2    (a-5) The Capitol Restoration Trust Fund shall contain a
3separate account for the deposit of funds donated for the
4payment of expenses associated with the placement of a
5Presidential Statue at the State Capitol Building depicting
6President Ronald W. Reagan, as provided under Section 8A-60.
7The separate account may accept deposits from any source,
8whether private or public, and may be appropriated only for use
9by the Architect of the Capitol for expenses associated with
10the acquisition, placement, and maintenance of the
11Presidential Statue authorized under subsection (a) of Section
128A-60. The Architect of the Capitol may seek private and public
13funds for deposit into the separate account of the Capitol
14Restoration Trust Fund established under this subsection
15(a-5).
16    (a-10) The Capitol Restoration Trust Fund shall contain a
17separate account for the deposit of funds donated for the
18payment of expenses associated with the placement of a
19Presidential Statue at the State Capitol Building depicting
20President Barack H. Obama, as provided under Section 8A-60. The
21separate account may accept deposits from any source, whether
22private or public, and may be appropriated only for use by the
23Architect of the Capitol for expenses associated with the
24acquisition, placement, and maintenance of the Presidential
25Statue authorized under subsection (b) of Section 8A-60. The
26Architect of the Capitol may seek private and public funds for

1deposit into the separate account of the Capitol Restoration
2Trust Fund established under this subsection (a-10).
3    (a-15) The Capitol Restoration Trust Fund shall contain a
4separate account for the deposit of funds donated for the
5payment of expenses associated with the placement of a statue
6at the State Capitol Building depicting Governor James R.
7Thompson, as provided under Section 8A-60. The separate account
8may accept deposits from any source, whether private or public,
9and may be appropriated only for use by the Architect of the
10Capitol for expenses associated with the acquisition,
11placement, and maintenance of the statue authorized under
12subsection (c) of Section 8A-60. The Architect of the Capitol
13may seek private and public funds for deposit into the separate
14account of the Capitol Restoration Trust Fund established under
15this subsection (a-15).
16    (a-20) The Capitol Restoration Trust Fund shall contain a
17separate account for the deposit of funds donated for the
18payment of expenses associated with the placement of a statue
19at the State Capitol Building depicting State Representative
20and Illinois labor union leader Reuben G. Soderstrom, as
21provided under Section 8A-60. The separate account may accept
22deposits from any source, whether private or public, and may be
23appropriated only for use by the Architect of the Capitol for
24expenses associated with the acquisition, placement, and
25maintenance of the statue authorized under subsection (d) of
26Section 8A-60. The Architect of the Capitol may seek private

1and public funds for deposit into the separate account of the
2Capitol Restoration Trust Fund established under this
3subsection (a-20).
4    (a-25) The Capitol Restoration Trust Fund shall contain a
5separate account for the deposit of funds donated for the
6payment of expenses associated with the placement of a statue
7at the State Capitol Building depicting Mayor of Chicago Harold
8Washington, as provided under Section 8A-60. The separate
9account may accept deposits from any source, whether private or
10public, and may be appropriated only for use by the Architect
11of the Capitol for expenses associated with the acquisition,
12placement, and maintenance of the statue authorized under
13subsection (e) of Section 8A-60. The Architect of the Capitol
14may seek private and public funds for deposit into the separate
15account of the Capitol Restoration Trust Fund established under
16this subsection (a-25).
17    (a-30) The Capitol Restoration Trust Fund shall contain a
18separate account for the deposit of funds donated for the
19payment of expenses associated with the placement of a statue
20at the State Capitol Building depicting Jean Baptiste Point du
21Sable, as provided under Section 8A-60. The separate account
22may accept deposits from any source, whether private or public,
23and may be appropriated only for use by the Architect of the
24Capitol for expenses associated with the acquisition,
25placement, and maintenance of the statue authorized under
26subsection (f) of Section 8A-60. The Architect of the Capitol

1may seek private and public funds for deposit into the separate
2account of the Capitol Restoration Trust Fund established under
3this subsection (a-30).
4    (b) The Architect of the Capitol shall submit all budget
5requests to implement the master plan that relate to areas of
6the legislative complex other than the State Capitol Building
7to the Capitol Historic Preservation Board for review and
8comment. The Architect of the Capitol shall submit all budget
9requests to the Board of the Office of the Architect of the
10Capitol for approval.

14    (a) The Architect of the Capitol, at the direction of the
15Board of the Office of the Architect of the Capitol, shall
16provide for the acquisition and placement of a statue at the
17State Capitol Building depicting 40th President of the United
18States Ronald W. Reagan. The Architect of the Capitol may
19provide for the design and fabrication of the statue, or may
20otherwise acquire, using funds collected for such purpose or a
21statue donated to the Office of the Architect of the Capitol, a
22suitable statue for placement under this Section.
23    (b) The Architect of the Capitol, at the direction of the
24Board of the Office of the Architect of the Capitol, shall
25provide for the acquisition and placement of a statue at the

1State Capitol Building depicting 44th President of the United
2States Barack H. Obama. The Architect of the Capitol may
3provide for the design and fabrication of the statue, or may
4otherwise acquire, using funds collected for such purpose or a
5statue donated to the Office of the Architect of the Capitol, a
6suitable statue for placement under this Section.
7    (c) The Architect of the Capitol, at the direction of the
8Board of the Office of the Architect of the Capitol, shall
9provide for the acquisition and placement of a statue at the
10State Capitol Building depicting 37th Governor of the State of
11Illinois James R. Thompson. The Architect of the Capitol may
12provide for the design and fabrication of the statue, or may
13otherwise acquire, using funds collected for such purpose or a
14statue donated to the Office of the Architect of the Capitol, a
15suitable statue for placement under this Section.
16    (d) The Architect of the Capitol, at the direction of the
17Board of the Office of the Architect of the Capitol, shall
18provide for the acquisition and placement of a statue at the
19State Capitol Building depicting State Representative and
20Illinois labor union leader Reuben G. Soderstrom. The Architect
21of the Capitol may provide for the design and fabrication of
22the statue, or may otherwise acquire, using funds collected for
23such purpose or a statue donated to the Office of the Architect
24of the Capitol, a suitable statue for placement under this
25Section.
26    (e) The Architect of the Capitol, at the direction of the

1Board of the Office of the Architect of the Capitol, shall
2provide for the acquisition and placement of a statue at the
3State Capitol Building depicting Mayor of Chicago Harold
4Washington. The Architect of the Capitol may provide for the
5design and fabrication of the statue, or may otherwise acquire,
6using funds collected for such purpose or a statue donated to
7the Office of the Architect of the Capitol, a suitable statue
8for placement under this Section.
9    (f) The Architect of the Capitol, at the direction of the
10Board of the Office of the Architect of the Capitol, shall
11provide for the acquisition and placement of a statue at the
12State Capitol Building depicting Jean Baptiste Point du Sable.
13The Architect of the Capitol may provide for the design and
14fabrication of the statue, or may otherwise acquire, using
15funds collected for such purpose or a statue donated to the
16Office of the Architect of the Capitol, a suitable statue for
17placement under this Section.
18    (g) The Architect of the Capitol, at the direction of the
19Board of the Office of the Architect of the Capitol, shall take
20actions necessary to provide for the placement and unveiling of
21the Presidential Statues authorized under subsections (a) and
22(b) at the Capitol by February 15, 2021 (Presidents' Day).
23Prior to the placement of the statues at the Capitol, the
24Architect of the Capitol shall issue a report detailing his or
25her actions in acquiring and placing the statues specified
26under this subsection (f). The report shall be delivered to the

1Governor and the General Assembly on or before December 1,
22020. The report to the General Assembly shall be filed with
3the Clerk of the House of Representatives and the Secretary of
4the Senate in electronic form only, in the manner that the
5Clerk and the Secretary shall direct.
6    (h) The Architect of the Capitol, at the direction of the
7Board of the Office of the Architect of the Capitol, shall take
8actions necessary to provide for the placement and unveiling of
9the statues authorized under subsections (c), (d), (e), and (f)
10within a reasonable period of time after the effective date of
11this amendatory Act of the 100th General Assembly, except that,
12notwithstanding the requirements of subsection (g), the statue
13depicting Reuben G. Soderstrom shall be placed on Capitol
14grounds before any other statue authorized under this Section.
15Prior to the placement of the statues at the Capitol, the
16Architect of the Capitol shall issue a report detailing his or
17her actions in acquiring and placing the statues specified
18under this subsection (h). The report shall be delivered to the
19Governor and the General Assembly. The report to the General
20Assembly shall be filed with the Clerk of the House of
21Representatives and the Secretary of the Senate in electronic
22form only, in the manner that the Clerk and the Secretary shall
23direct.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.".
