AMENDMENT TO HOUSE BILL 1858

2    AMENDMENT NO. ______. Amend House Bill 1858 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Legislative Commission Reorganization Act
5of 1984 is amended by changing Section 8A-35 and by adding
6Section 8A-60 as follows:
 
7    (25 ILCS 130/8A-35)
8    Sec. 8A-35. Capitol Restoration Trust Fund;
9appropriations.
10    (a) The Capitol Restoration Trust Fund is created as a
11special fund within the State treasury. The Fund may accept
12deposits from any source, whether private or public, and may be
13appropriated only for the use of the Architect of the Capitol
14in the performance of his or her powers and duties. The
15Architect of the Capitol may seek private and public funds for
16deposit into the Capitol Restoration Trust Fund.

1    (a-5) The Capitol Restoration Trust Fund shall contain a
2separate account for the deposit of funds donated for the
3payment of expenses associated with the placement of a
4Presidential Statue at the State Capitol Building depicting
5President Ronald W. Reagan, as provided under Section 8A-60.
6The separate account may accept deposits from any source,
7whether private or public, and may be appropriated only for use
8by the Architect of the Capitol for expenses associated with
9the acquisition, placement, and maintenance of the
10Presidential Statue authorized under subsection (a) of Section
118A-60. The Architect of the Capitol may seek private and public
12funds for deposit into the separate account of the Capitol
13Restoration Trust Fund established under this subsection
14(a-5).
15    (a-10) The Capitol Restoration Trust Fund shall contain a
16separate account for the deposit of funds donated for the
17payment of expenses associated with the placement of a
18Presidential Statue at the State Capitol Building depicting
19President Barack H. Obama, as provided under Section 8A-60. The
20separate account may accept deposits from any source, whether
21private or public, and may be appropriated only for use by the
22Architect of the Capitol for expenses associated with the
23acquisition, placement, and maintenance of the Presidential
24Statue authorized under subsection (b) of Section 8A-60. The
25Architect of the Capitol may seek private and public funds for
26deposit into the separate account of the Capitol Restoration

1Trust Fund established under this subsection (a-10).
2    (a-15) The Capitol Restoration Trust Fund shall contain a
3separate account for the deposit of funds donated for the
4payment of expenses associated with the placement of a statue
5at the State Capitol Building depicting Governor James R.
6Thompson, as provided under Section 8A-60. The separate account
7may accept deposits from any source, whether private or public,
8and may be appropriated only for use by the Architect of the
9Capitol for expenses associated with the acquisition,
10placement, and maintenance of the statue authorized under
11subsection (c) of Section 8A-60. The Architect of the Capitol
12may seek private and public funds for deposit into the separate
13account of the Capitol Restoration Trust Fund established under
14this subsection (a-15).
15    (a-20) The Capitol Restoration Trust Fund shall contain a
16separate account for the deposit of funds donated for the
17payment of expenses associated with the placement of a statue
18at the State Capitol Building depicting State Representative
19and Illinois labor union leader Reuben G. Soderstrom, as
20provided under Section 8A-60. The separate account may accept
21deposits from any source, whether private or public, and may be
22appropriated only for use by the Architect of the Capitol for
23expenses associated with the acquisition, placement, and
24maintenance of the statue authorized under subsection (d) of
25Section 8A-60. The Architect of the Capitol may seek private
26and public funds for deposit into the separate account of the

1Capitol Restoration Trust Fund established under this
2subsection (a-20).
3    (b) The Architect of the Capitol shall submit all budget
4requests to implement the master plan that relate to areas of
5the legislative complex other than the State Capitol Building
6to the Capitol Historic Preservation Board for review and
7comment. The Architect of the Capitol shall submit all budget
8requests to the Board of the Office of the Architect of the
9Capitol for approval.

13    (a) The Architect of the Capitol, at the direction of the
14Board of the Office of the Architect of the Capitol, shall
15provide for the acquisition and placement of a statue at the
16State Capitol Building depicting 40th President of the United
17States Ronald W. Reagan. The Architect of the Capitol may
18provide for the design and fabrication of the statue, or may
19otherwise acquire, using funds collected for such purpose or a
20statue donated to the Office of the Architect of the Capitol, a
21suitable statue for placement under this Section.
22    (b) The Architect of the Capitol, at the direction of the
23Board of the Office of the Architect of the Capitol, shall
24provide for the acquisition and placement of a statue at the
25State Capitol Building depicting 44th President of the United

1States Barack H. Obama. The Architect of the Capitol may
2provide for the design and fabrication of the statue, or may
3otherwise acquire, using funds collected for such purpose or a
4statue donated to the Office of the Architect of the Capitol, a
5suitable statue for placement under this Section.
6    (c) The Architect of the Capitol, at the direction of the
7Board of the Office of the Architect of the Capitol, shall
8provide for the acquisition and placement of a statue at the
9State Capitol Building depicting 37th Governor of the State of
10Illinois James R. Thompson. The Architect of the Capitol may
11provide for the design and fabrication of the statue, or may
12otherwise acquire, using funds collected for such purpose or a
13statue donated to the Office of the Architect of the Capitol, a
14suitable statue for placement under this Section.
15    (d) The Architect of the Capitol, at the direction of the
16Board of the Office of the Architect of the Capitol, shall
17provide for the acquisition and placement of a statue at the
18State Capitol Building depicting State Representative and
19Illinois labor union leader Reuben G. Soderstrom. The Architect
20of the Capitol may provide for the design and fabrication of
21the statue, or may otherwise acquire, using funds collected for
22such purpose or a statue donated to the Office of the Architect
23of the Capitol, a suitable statue for placement under this
24Section.
25    (e) The Architect of the Capitol, at the direction of the
26Board of the Office of the Architect of the Capitol, shall take

1actions necessary to provide for the placement and unveiling of
2the Presidential Statues authorized under subsections (a) and
3(b) at the Capitol by February 15, 2021 (Presidents' Day).
4Prior to the placement of the statues at the Capitol, the
5Architect of the Capitol shall issue a report detailing his or
6her actions in acquiring and placing the statues specified
7under this subsection (e). The report shall be delivered to the
8Governor and the General Assembly on or before December 1,
92020. The report to the General Assembly shall be filed with
10the Clerk of the House of Representatives and the Secretary of
11the Senate in electronic form only, in the manner that the
12Clerk and the Secretary shall direct.
13    (f) The Architect of the Capitol, at the direction of the
14Board of the Office of the Architect of the Capitol, shall take
15actions necessary to provide for the placement and unveiling of
16the statues authorized under subsections (c) and (d) within a
17reasonable period of time after the effective date of this
18amendatory Act of the 100th General Assembly, except that,
19notwithstanding the requirements of subsection (e), the statue
20depicting Reuben G. Soderstrom shall be placed on Capitol
21grounds before any other statue authorized under this Section.
22Prior to the placement of the statues at the Capitol, the
23Architect of the Capitol shall issue a report detailing his or
24her actions in acquiring and placing the statues specified
25under this subsection (f). The report shall be delivered to the
26Governor and the General Assembly. The report to the General

1Assembly shall be filed with the Clerk of the House of
2Representatives and the Secretary of the Senate in electronic
3form only, in the manner that the Clerk and the Secretary shall
4direct.
 
5    Section 99. Effective date. This Act takes effect upon
6becoming law.".
