SENATE JOINT RESOLUTION NO. 29

 
2    WHEREAS, The Constitution of the United States requires an
3enumeration of the population every 10 years to apportion
4congressional representation among the states; and
 
5    WHEREAS, Pursuant to Section 141 of Title 13 of the United
6States Code, the next federal decennial census of the
7population will be taken on the first day of April in 2020; and
 
8    WHEREAS, A complete and accurate count of Illinois'
9population is essential to the State because the census count
10determines congressional representation, state redistricting,
11federal grant formula allocation, and the distribution of state
12subvention funds for an entire decade until the next decennial
13census is taken; and
 
14    WHEREAS, There are over 70 federal programs benefiting
15Illinois that use census enumeration and population numbers as
16part of their funding formulas, including formulas for
17education, health, and human services programs; and
 
18    WHEREAS, The United States Census Bureau will endeavor to
19count every person in the nation, and many states will be
20initiating programs to promote the census; and

1    WHEREAS, It is vitally important for Illinois to do
2everything it can to ensure that every Illinoisan is counted in
3the 2020 United States Census; therefore, be it
 
4    RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL
5ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES
6CONCURRING HEREIN, that the Illinois Complete Count Commission
7is hereby established; and be it further
 
8    RESOLVED, That the Commission shall consist of the
9following members:
 
10        (1) the President of the Senate or his designee;
11        (2) the Speaker of the House of Representatives or his
12    designee;
13        (3) the Minority Leader of the Senate or her designee;
14        (4) the Minority Leader of the House of Representatives
15    or his designee;
16        (5) the Mayor of Chicago or his designee;
17        (6) the Governor of Illinois or his designee;
18        (7) the President of the Cook County Board or her
19    designee;
20        (8) five individuals residing outside of Cook County,
21    reflecting the geographic diversity of the State,
22    appointed by the Governor;
23        (9) a representative of the Chicago Urban League

1    jointly appointed by the Senate President and the Speaker
2    of the House of Representatives;
3        (10) a representative of the Mexican American Legal
4    Defense and Education Fund jointly appointed by the Senate
5    President and the Speaker of the House of Representatives;
6        (11) a representative of the Hispanic Chamber of
7    Commerce jointly appointed by the Senate President and the
8    Speaker of the House of Representatives;
9        (12) a representative of the Illinois Chamber of
10    Commerce appointed by the Governor;
11        (13) a representative of the Chicagoland Chamber of
12    Commerce jointly appointed by the Senate President and the
13    Speaker of the House of Representatives;
14        (14) a representative of the Black Chamber of Commerce
15    jointly appointed by the Senate President and the Speaker
16    of the House of Representatives; and
17        (15) one representative each appointed by the
18    President of the Senate or his or her designee, the Speaker
19    of the House of Representatives or his or her designee, the
20    Minority Leader of the Senate or his or her designee, and
21    the Minority Leader of the House of Representatives or his
22    or her designee; and be it further
 
23    RESOLVED, That the Governor of Illinois and Mayor of
24Chicago shall serve as co-chairpersons of the Commission; the
25Commission shall meet at the call of the chair or any 10

1members of the Commission; and be it further
 
2    RESOLVED, That the Commission will develop, recommend, and
3assist in the administration of a census outreach strategy to
4encourage full participation in the 2020 federal decennial
5census of population required by Section 141 of Title 13 of the
6United States Code; and be it further
 
7    RESOLVED, That the census outreach strategy shall include,
8but not be limited to, State agency initiatives to encourage
9participation in the 2020 Census, the establishment and support
10of school-based outreach programs, partnerships with
11non-profit community-based organizations, and a multi-lingual,
12multi-media campaign designed to ensure an accurate and
13complete count of Illinois' population; and be it further
 
14    RESOLVED, That, in carrying out its duties, the Commission
15may create and appoint subcommittees as it deems appropriate
16and shall solicit participation from relevant experts and
17practitioners involved in census issues; and be it further
 
18    RESOLVED, That the Illinois Complete Count effort will be
19coordinated out of the Office of the Governor and the Office of
20the Mayor of Chicago, which shall enlist all State and City of
21Chicago agencies and departments directly responsible to the
22Governor or the Mayor of Chicago, as the case may be, to

1identify effective methods of outreach to Illinoisans and to
2provide resources to ensure the outreach program is successful
3and that all Illinoisans are counted; each agency and
4department shall inform the Office of the Governor or Office of
5the Mayor of Chicago, as the case may be, of their designated
6census coordinator for purposes of this effort; all agencies
7and departments shall cooperate with the Commission and provide
8support to the Commission; and be it further
 
9    RESOLVED, That the Commission shall submit an interim
10report to the General Assembly by November 30, 2016, containing
11its recommended outreach strategy to encourage full
12participation and to avoid an undercount in the 2020 Census;
13thereafter, the Commission shall submit its final report to the
14General Assembly no later than November 30, 2017, specifying
15its recommended outreach strategy for implementation for the
162020 Census; and be it further
 
17    RESOLVED, That other entities of State government not
18directly responsible to the Governor, including other
19constitutional officers, the offices of the legislative and
20judicial branches, and units of local government shall
21cooperate and provide all reasonable assistance to the
22Commission.
