| 1 | | SENATE JOINT RESOLUTION
| 2 | | WHEREAS, The Constitution of the United States requires an | 3 | | enumeration of the population every 10 years to apportion | 4 | | congressional representation among the states; and
| 5 | | WHEREAS, Pursuant to Section 141 of Title 13 of the United | 6 | | States Code, the next federal decennial census of the | 7 | | population will be taken on the first day of April in 2020; and
| 8 | | WHEREAS, A complete and accurate count of Illinois' | 9 | | population is essential to the State because the census count | 10 | | determines congressional representation, state redistricting, | 11 | | federal grant formula allocation, and the distribution of state | 12 | | subvention funds for an entire decade until the next decennial | 13 | | census is taken; and
| 14 | | WHEREAS, There are over 70 federal programs benefiting | 15 | | Illinois that use census enumeration and population numbers as | 16 | | part of their funding formulas, including formulas for | 17 | | education, health, and human services programs; and
| 18 | | WHEREAS, The United States Census Bureau will endeavor to | 19 | | count every person in the nation, and many states will be | 20 | | initiating programs to promote the census; and

| 1 | | WHEREAS, It is vitally important for Illinois to do | 2 | | everything it can to ensure that every Illinoisan is counted in | 3 | | the 2020 United States Census; therefore, be it
| 4 | | RESOLVED, BY THE SENATE OF THE NINETY-NINTH GENERAL | 5 | | ASSEMBLY OF THE STATE OF ILLINOIS, THE HOUSE OF REPRESENTATIVES | 6 | | CONCURRING HEREIN, that the Illinois Complete Count Commission | 7 | | is hereby established; and be it further
| 8 | | RESOLVED, That the Commission shall consist of the | 9 | | following members: | 10 | | (1) the President of the Senate or his designee; | 11 | | (2) the Speaker of the House of Representatives or his | 12 | | designee; | 13 | | (3) the Minority Leader of the Senate or her designee; | 14 | | (4) the Minority Leader of the House of Representatives | 15 | | or his designee; | 16 | | (5) the Mayor of Chicago or his designee; | 17 | | (6) the Governor of Illinois or his designee; | 18 | | (7) the President of the Cook County Board or her | 19 | | designee; | 20 | | (8) a representative of the Illinois Municipal League | 21 | | appointed by the Governor; | 22 | | (9) a representative of the Illinois Association of | 23 | | County Board Members and Commissioners appointed by the |

| 1 | | Governor; | 2 | | (10) a representative of the Chicago Urban League | 3 | | jointly appointed by the Senate President and the Speaker | 4 | | of the House of Representatives; | 5 | | (11) a representative of the Mexican American Legal | 6 | | Defense and Education Fund jointly appointed by the Senate | 7 | | President and the Speaker of the House of Representatives; | 8 | | (12) a representative of the Hispanic Chamber of | 9 | | Commerce jointly appointed by the Senate President and the | 10 | | Speaker of the House of Representatives; | 11 | | (13) a representative of the Illinois Chamber of | 12 | | Commerce appointed by the Governor; | 13 | | (14) a representative of the Chicago Chamber of | 14 | | Commerce jointly appointed by the Senate President and the | 15 | | Speaker of the House of Representatives; | 16 | | (15) a representative of the Black Chamber of Commerce | 17 | | jointly appointed by the Senate President and the Speaker | 18 | | of the House of Representatives; and | 19 | | (16) one representative each appointed by the | 20 | | President of the Senate or his or her designee, the Speaker | 21 | | of the House of Representatives or his or her designee, the | 22 | | Minority Leader of the Senate or his or her designee, and | 23 | | the Minority Leader of the House of Representatives or his | 24 | | or her designee; and be it further | 25 | | RESOLVED, That the Governor of Illinois and Mayor of |

| 1 | | Chicago shall serve as co-chairpersons of the Commission; the | 2 | | Commission shall meet at the call of the chair or any 10 | 3 | | members of the Commission; and be it further | 4 | | RESOLVED, That the Commission will develop, recommend, and | 5 | | assist in the administration of a census outreach strategy to | 6 | | encourage full participation in the 2020 federal decennial | 7 | | census of population required by Section 141 of Title 13 of the | 8 | | United States Code; and be it further | 9 | | RESOLVED, That the census outreach strategy shall include, | 10 | | but not be limited to, State agency initiatives to encourage | 11 | | participation in the 2020 Census, the establishment and support | 12 | | of school-based outreach programs, partnerships with | 13 | | non-profit community-based organizations, and a multi-lingual, | 14 | | multi-media campaign designed to ensure an accurate and | 15 | | complete count of Illinois' population; and be it further | 16 | | RESOLVED, That, in carrying out its duties, the Commission | 17 | | may create and appoint subcommittees as it deems appropriate | 18 | | and shall solicit participation from relevant experts and | 19 | | practitioners involved in census issues; and be it further | 20 | | RESOLVED, That the Illinois Complete Count effort will be | 21 | | coordinated out of the Office of the Governor and the Office of | 22 | | the Mayor of Chicago, which shall enlist all State and City of |

| 1 | | Chicago agencies and departments directly responsible to the | 2 | | Governor or the Mayor of Chicago, as the case may be, to | 3 | | identify effective methods of outreach to Illinoisans and to | 4 | | provide resources to ensure the outreach program is successful | 5 | | and that all Illinoisans are counted; each agency and | 6 | | department shall inform the Office of the Governor or Office of | 7 | | the Mayor of Chicago, as the case may be, of their designated | 8 | | census coordinator for purposes of this effort; all agencies | 9 | | and departments shall cooperate with the Commission and provide | 10 | | support to the Commission; and be it further | 11 | | RESOLVED, That the Commission shall submit an interim | 12 | | report to the General Assembly by November 30, 2016, containing | 13 | | its recommended outreach strategy to encourage full | 14 | | participation and to avoid an undercount in the 2020 Census; | 15 | | thereafter, the Commission shall submit its final report to the | 16 | | General Assembly no later than November 30, 2017, specifying | 17 | | its recommended outreach strategy for implementation for the | 18 | | 2020 Census; and be it further | 19 | | RESOLVED, That other entities of State government not | 20 | | directly responsible to the Governor, including other | 21 | | constitutional officers, the offices of the legislative and | 22 | | judicial branches, and units of local government shall | 23 | | cooperate and provide all reasonable assistance to the | 24 | | Commission.
