SYNOPSIS AS INTRODUCED:
 
20 ILCS 2310/2310-676 new

    Amends the Department of Public Health Powers and Duties Law of the Civil Administrative Code of Illinois. Creates an advisory council on pediatric autoimmune neuropsychiatric disorder associated with streptococcal infections and pediatric acute neuropsychiatric syndrome to advise the Director of Public Health on research, diagnosis, treatment, and education relating to the disorder and syndrome. Sets forth the membership of the council. Designates the Director of Public Health, or his or her designee, as chair of the council. Requires the council, by January 1, 2017 and annually thereafter, to issue a report to the General Assembly with recommendations concerning practice guidelines, mechanisms to increase clinical awareness, outreach to educators and parents, and development of a network of volunteer experts on pediatric autoimmune neuropsychiatric disorder associated with streptococcal infections and pediatric acute neuropsychiatric syndrome.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Public Health Powers and
5Duties Law of the Civil Administrative Code of Illinois is
6amended by adding Section 2310-676 as follows:
 
7    (20 ILCS 2310/2310-676 new)
8    Sec. 2310-676. Advisory council on pediatric autoimmune
9neuropsychiatric disorder associated with streptococcal
10infections and pediatric acute neuropsychiatric syndrome.
11    (a) There is established an advisory council on pediatric
12autoimmune neuropsychiatric disorder associated with
13streptococcal infections and pediatric acute neuropsychiatric
14syndrome to advise the Director of Public Health on research,
15diagnosis, treatment, and education relating to the disorder
16and syndrome.
17    (b) The advisory council shall consist of the following
18members, who shall be appointed by the Director of Public
19Health within 60 days after the effective date of this
20amendatory Act of the 99th General Assembly:
21        (1) An immunologist licensed and practicing in this
22    State who has experience treating persons with pediatric
23    autoimmune neuropsychiatric disorder associated with

1    streptococcal infections and pediatric acute
2    neuropsychiatric syndrome and the use of intravenous
3    immunoglobulin.
4        (2) A health care provider licensed and practicing in
5    this State who has expertise in treating persons with
6    pediatric autoimmune neuropsychiatric disorder associated
7    with streptococcal infections and pediatric acute
8    neuropsychiatric syndrome and autism.
9        (3) A representative of PANDAS Parent Support
10    Illinois.
11        (4) An osteopathic physician licensed and practicing
12    in this State who has experience treating persons with
13    pediatric autoimmune neuropsychiatric disorder associated
14    with streptococcal infections and pediatric acute
15    neuropsychiatric syndrome.
16        (5) A health care provider licensed and practicing in
17    this State who has expertise in treating persons with Lyme
18    disease and other tick-borne illnesses.
19        (6) A medical researcher with experience conducting
20    research concerning pediatric autoimmune neuropsychiatric
21    disorder associated with streptococcal infections,
22    pediatric acute neuropsychiatric syndrome,
23    obsessive-compulsive disorder, tic disorder, and other
24    neurological disorders.
25        (7) A certified dietitian-nutritionist practicing in
26    this State who provides services to children with autism

1    spectrum disorder, attention-deficit hyperactivity
2    disorder, and other neuro-developmental conditions.
3        (8) A representative of a professional organization in
4    this State for school psychologists.
5        (9) A child psychiatrist who has experience treating
6    persons with pediatric autoimmune neuropsychiatric
7    disorder associated with streptococcal infections and
8    pediatric acute neuropsychiatric syndrome.
9        (10) A representative of a professional organization
10    in this State for school nurses.
11        (11) A pediatrician who has experience treating
12    persons with pediatric autoimmune neuropsychiatric
13    disorder associated with streptococcal infections and
14    pediatric acute neuropsychiatric syndrome.
15        (12) A representative of an organization focused on
16    autism.
17        (13) A parent with a child who has been diagnosed with
18    pediatric autoimmune neuropsychiatric disorder associated
19    with streptococcal infections or pediatric acute
20    neuropsychiatric syndrome and autism.
21        (14) A social worker licensed and practicing in this
22    State.
23        (15) A representative of the Special Education
24    Services division of the State Board of Education.
25    (c) The Director of Public Health, or his or her designee,
26shall be an ex-officio, nonvoting member and shall attend all

1meetings of the advisory council. Any member of the advisory
2council appointed under this Section may be a member of the
3General Assembly. Members shall receive no compensation except
4for reimbursement for necessary expenses incurred in
5performing their duties.
6    (d) The Director of Public Health shall schedule the first
7meeting of the advisory council, which shall be held not later
8than 90 days after the effective date of this amendatory Act of
9the 99th General Assembly. A majority of the council members
10shall constitute a quorum. A majority vote of a quorum shall be
11required for any official action of the advisory council. The
12advisory council shall meet upon the call of the chairperson or
13upon the request of a majority of council members.
14    (e) Not later than January 1, 2017, and annually
15thereafter, the advisory council shall issue a report to the
16General Assembly with recommendations concerning:
17        (1) practice guidelines for the diagnosis and
18    treatment of the disorder and syndrome;
19        (2) mechanisms to increase clinical awareness and
20    education regarding the disorder and syndrome among
21    physicians, including pediatricians, school-based health
22    centers, and providers of mental health services;
23        (3) outreach to educators and parents to increase
24    awareness of the disorder and syndrome; and
25        (4) development of a network of volunteer experts on
26    the diagnosis and treatment of the disorder and syndrome to

1    assist in education and outreach.
