AMENDMENT TO SENATE BILL 1146

2    AMENDMENT NO. ______. Amend Senate Bill 1146 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Illinois State University Law is amended by
5changing Section 20-15 as follows:
 
6    (110 ILCS 675/20-15)
7    Sec. 20-15. Membership; terms; vacancies. The Board shall
8consist of 9 7 voting members appointed by the Governor, by and
9with the advice and consent of the Senate, and one voting
10member who is a student at Illinois State University. The
11student member shall be chosen by a campus-wide student
12election. The student member shall serve a term of one year
13beginning on July 1 of each year, except that the student
14member initially selected shall serve a term beginning on the
15date of his or her selection and expiring on the next
16succeeding June 30. To be eligible to remain as a student

1member of the Board, the student member must be a resident of
2this State, must have and maintain a grade point average that
3is equivalent to at least 2.5 on a 4.0 scale, and must be a full
4time student enrolled at all times during his or her term of
5office except for that part of the term which follows the
6completion of the last full regular semester of an academic
7year and precedes the first full regular semester of the
8succeeding academic year at the university (sometimes commonly
9referred to as the summer session or summer school). If a
10student member serving on the Board fails to continue to meet
11or maintain the residency, minimum grade point average, or
12enrollment requirement established by this Section, his or her
13membership on the Board shall be deemed to have terminated by
14operation of law. Of the members first appointed by the
15Governor, 4 shall be appointed for terms to expire on the third
16Monday in January, 1999, and 3 shall be appointed for terms to
17expire on the third Monday in January, 2001. One of the
18additional members appointed by the Governor, by and with the
19advice and consent of the Senate, under this amendatory Act of
20the 99th General Assembly, shall be appointed for a term to
21expire on the third Monday in January, 2019 and the other
22additional member appointed by the Governor, by and with the
23advice and consent of the Senate, under this amendatory Act of
24the 99th General Assembly, shall be appointed for a term to
25expire on the third Monday in January, 2021. If the Senate is
26not in session on the effective date of this Article, or if a

1vacancy in an appointive membership occurs at a time when the
2Senate is not in session, the Governor shall make temporary
3appointments until the next meeting of the Senate when he shall
4nominate persons to fill such memberships for the remainder of
5their respective terms. No more than 5 4 of the members
6appointed by the Governor shall be affiliated with the same
7political party. Each member appointed by the Governor must be
8a resident of this State. A failure to meet or maintain this
9residency requirement constitutes a resignation from and
10creates a vacancy in the Board. Upon the expiration of the
11terms of members appointed by the Governor, their respective
12successors shall be appointed for terms of 6 years from the
13third Monday in January of each odd-numbered year. Any members
14appointed to the Board shall continue to serve in such capacity
15until their successors are appointed and qualified.
