1     AN ACT concerning education.

2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:

4     Section 1. Short title. This Act may be cited as the Career
5 and Workforce Transition Act.

6     Section 5. Definitions.
7     "Board" means the Board of Higher Education.
8     "Institution" means a non-degree granting institution that
9 is regulated and approved by the Board under the Private
10 Business and Vocational Schools Act of 2012 and that is
11 nationally accredited by an accreditor approved by the U.S.
12 Department of Education.

13     Section 10. Transfer of credits. A public community college
14 district shall accept up to 30 credit hours transferred from an
15 institution that has been approved under Section 15 of this Act
16 if a student has completed one of the following programs at
17 that institution:
18         (1) Medical Assisting.
19         (2) Medical Coding.
20         (3) Dental Assisting.
21         (4) HVAC (Heating, Ventilation, and Air Conditioning).
22         (5) Welding.

1         (6) Pharmacy Technician.
2 The program must, at a minimum, be a 9-month program and use a
3 credit-hour system.

4     Section 15. Board approval. The Board may approve an
5 institution as an institution from which credits may be
6 transferred under Section 10 of this Act if all of the
7 following conditions are met:
8         (1) The institution has submitted all proper
9     documentation that the Board requests.
10         (2) The institution has paid a fee to the Board, in an
11     amount as determined by Board rule.
12         (3) The institution has successfully completed a full
13     term of national accreditation without probation, without
14     being denied accreditation, and without withdrawing an
15     application and has completed all of the necessary
16     requirements to be approved by the Board under the Private
17     Business and Vocational Schools Act of 2012.
18         (4) The Board has verified the institution's good
19     standing during the period of its national accreditation.
20     Credit transfers from the institution may be made only
21     during the verified accreditation period. An institution
22     that is under review due to probation, that is denied
23     accreditation, or that withdraws an application for
24     national accreditation may not be approved under this
25     Section.

1     Section 90. Rulemaking. The Board shall adopt any rules
2 necessary to carry out its responsibilities under this Act.
