AMENDMENT TO SENATE BILL 659

2    AMENDMENT NO. ______. Amend Senate Bill 659 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Commerce and Economic
5Opportunity Law of the Civil Administrative Code of Illinois is
6amended by adding Section 605-1007 as follows:
 
7    (20 ILCS 605/605-1007 new)
8    Sec. 605-1007. New business permitting portal.
9    (a) By July 1, 2017, the Department shall create and
10maintain a website to help persons wishing to create new
11businesses or relocate businesses to Illinois. The Department
12shall consult with at least one organization representing small
13businesses in this State while creating the website.
14    (b) The website shall include:
15        (1) an estimate of license and permitting fees for
16    different businesses;

1        (2) State government application forms for business
2    licensing or registration;
3        (3) hyperlinks to websites of the responsible agency or
4    organization responsible for accepting the application;
5    and
6        (4) contact information for any local government
7    permitting agencies that may be relevant.
8    (c) The Department shall contact all agencies to obtain
9business forms and other information for this website. Those
10agencies shall respond to the Department before July 1, 2016.
11    (d) The website shall also include some mechanism for the
12potential business owner to request more information from the
13Department that may be helpful in starting the business,
14including, but not limited to, State-based incentives that the
15business owner may qualify for when starting or relocating a
16business.
17    (e) The Department shall update the website at least once a
18year before July 1. The Department shall request that other
19State agencies report any changes in applicable application
20forms to the Department by June 1 of every year after 2016.".
