AMENDMENT TO SENATE BILL 344

2    AMENDMENT NO. ______. Amend Senate Bill 344 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Lactation Accommodation in Airports Act.
 
6    Section 5. Private place for nursing mothers.
7    (a) On or before January 1, 2017, the airport manager of an
8airport operated by a city, county, city and county, or airport
9district that conducts commercial operations and that has more
10than 1,000,000 enplanements a year shall provide a room or
11other location at each airport terminal behind the airport
12security screening area for members of the public to express
13breast milk in private that:
14        (1) includes, at a minimum, a chair and an electrical
15    outlet; and
16        (2) is located outside of the confines of a public

1    restroom.
2    (b) An airport that conducts commercial operations with
3fewer than 1,000,000 enplanements a year shall comply with
4subsections (a) and (c) of this Section upon new terminal
5construction or the replacement, expansion, or renovation of an
6existing terminal.
7    (c) Upon construction of a new terminal or the replacement,
8expansion, or renovation of an existing terminal, an airport
9shall provide a sink in any room or other location designated
10to comply with this Section.
11    (d) As used in this Section, "renovation of an existing
12terminal" means the repurposing of more than 25% of the space
13in the terminal.
 
14    Section 90. The State Mandates Act is amended by adding
15Section 8.39 as follows:
 
16    (30 ILCS 805/8.39 new)
17    Sec. 8.39. Exempt mandate. Notwithstanding Sections 6 and 8
18of this Act, no reimbursement by the State is required for the
19implementation of any mandate created by this amendatory Act of
20the 99th General Assembly.".
