HOUSE RESOLUTION

 
2    WHEREAS, The members of the Illinois House of
3Representatives are saddened to learn of the death of William
4"Bill" Garth Sr., who passed away on September 23, 2016; and
 
5    WHEREAS, William Garth Sr. was born to Tom Sr. and Winnie
6M. Garth in Alabama on December 14, 1937; while young, he was a
7member of New Bethlehem Baptist Church; and
 
8    WHEREAS, William Garth Sr. moved to Chicago and began
9working as an advertising salesman for the Chicago Citizen
10Newspaper Group, gaining recognition as a master salesman; he
11later purchased the Chicago Citizen, making it the largest
12black-owned ABC audited newspaper in the Midwest; and
 
13    WHEREAS, William Garth Sr. established a not-for-profit
14foundation known as the Quentis B. Foundation in memory of his
15late son, Quentis B. Garth; he served as Chairman for the
16organization, which has provided $1 million in scholarship
17awards to disenfranchised inner city youth in the community; he
18lead the Chatham Business Association, which offers business
19resources and customized services and programs; and
 
20    WHEREAS, William Garth Sr. was Region III Advertising
21Representative and a former President of Midwest Region III of

1the National Newspaper Publishers Association; he was the first
2African American elected President of the Illinois Press
3Association; he sat on the Board of Government Affairs
4Committee, serving more than 15 years; he was elected
5stockholder and Chairman of the Cook County Publishers
6Association and was a board member of the Midwest Black
7Publishers Association; and
 
8    WHEREAS, William Garth Sr. was preceded in death by his
9first wife, Roseanne J. Malan, and his son, Quentis B. Garth;
10and
 
11    WHEREAS, William Garth Sr. is survived by his wife, Brenda
12Mathis; his son, Darrell; his daughter, Janice; the six Mathis
13children; 20 Mathis family grandchildren; and 24 Mathis family
14great-grandchildren; his sisters, Geraldine Burgess, Orangie
15Garth, and Charlie Garth; his brothers, X. Rashid, Robert Garth
16Sr., Roosevelt Garth, Jessie Garth, Larry, Joseph Garth,
17Richard Garth, and Steven Garth; his granddaughters, Quinira
18and Savannah Garth; his great-granddaughters, Armonee, Aniyym,
19Aalina, and Arionna; his great-grandsons, Jeremy, Jaelyn,
20Shannon, and Jeron; a host of nieces, nephews, and cousins; The
21Citizens News Family; and numerous other family and friends;
22therefore, be it

1NINETY-NINTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
2mourn the passing of William Garth Sr., and extend our sincere
3condolences to his family, friends, and all who knew and loved
4him; and be it further
 
5    RESOLVED, That a suitable copy of this resolution be
6presented to the family of William Garth Sr. as an expression
7of our deepest sympathy.
