AMENDMENT TO HOUSE BILL 5808

2    AMENDMENT NO. ______. Amend House Bill 5808 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Unmanned Aerial System Oversight Task Force
5Act is amended by changing Sections 15 and 20 as follows:
 
6    (20 ILCS 5065/15)
7    (Section scheduled to be repealed on September 1, 2016)
8    Sec. 15. The Unmanned Aerial System Task Force.
9    (a) There is hereby created the Unmanned Aerial System
10Oversight Task Force to study and make recommendations for the
11operation, usage, and regulation of Unmanned Aerial Systems,
12commonly referred to as "drone" technology, within this State.
13    (b) Within 90 days after the effective date of this Act
14members of the Task Force shall be appointed by the Governor
15and shall consist of one member from each of the following
16agencies or interest groups:

1        (1) a member of the Division of Aeronautics of the
2    Department of Transportation, nominated by the Secretary
3    of Transportation;
4        (2) a member of the Department of State Police,
5    nominated by the Director of State Police;
6        (3) a Conservation Police officer of the Department of
7    Natural Resources, nominated by the Director of Natural
8    Resources;
9        (4) a member of the Department of Agriculture,
10    nominated by the Director of Agriculture;
11        (5) a member of the Department of Commerce and Economic
12    Opportunity, nominated by the Director of Commerce and
13    Economic Opportunity;
14        (6) a UAS technical commercial representative;
15        (7) a UAS manufacturing industry representative;
16        (8) a person nominated by the Attorney General;
17        (9) a member of the Illinois Conservation Police Lodge,
18    nominated by the president of the Lodge;
19        (10) a member of a statewide sportsmen's federation,
20    nominated by the president of the federation;
21        (11) a member of a statewide agricultural association,
22    nominated by the president of the association;
23        (12) a member of a statewide commerce association,
24    nominated by the president or executive director of the
25    association;
26        (13) a person nominated by an electric utility company

1    serving retail customers in this State;
2        (14) a member of the Illinois National Guard, nominated
3    by the Adjutant General;
4        (15) a member of a statewide retail association,
5    nominated by the president of the association;
6        (16) a member of a statewide manufacturing trade
7    association, nominated by the president or chief executive
8    officer of the association;
9        (17) a member of a statewide property and casualty
10    insurance association, nominated by the president or chief
11    executive officer of the association;
12        (18) a member of a statewide association representing
13    real estate brokers licensed in this State, nominated by
14    the president of the association;
15        (19) a member of a statewide surveying association,
16    nominated by the president of the association;
17        (20) a law enforcement official from a municipality
18    with a population of 2 million or more inhabitants,
19    nominated by the mayor of the municipality;
20        (21) a law enforcement official from a municipality
21    with a population of less than 2 million inhabitants,
22    nominated by a statewide police chiefs association; and
23        (22) a member of a statewide freight railroad
24    association, nominated by the president of the
25    association; and .
26        (23) a member of a statewide broadcasters association,

1    nominated by the president of the association.
2    (b-5) Within 90 days after the effective date of this
3amendatory Act of the 99th General Assembly, 8 members of the
4Task Force shall also be appointed as follows: 2 members
5appointed by the Speaker of the House of Representatives, 2
6members appointed by the Minority Leader of the House of
7Representatives, 2 members appointed by the President of the
8Senate, and 2 members appointed by the Minority Leader of the
9Senate.
10    (c) Nominations to the Task Force must be submitted to the
11Governor within 60 days of August 18, 2015 (the effective date
12of Public Act 99-392), except that the nomination from a
13statewide broadcasters association shall be made within 60 days
14after the effective date of this amendatory Act of the 99th
15General Assembly this Act. The Governor shall make the
16appointments within 30 days after the close of nominations. The
17term of the appointment shall be until submission of the report
18of comprehensive recommendations under subsection (g) of this
19Section. The member from the Division of Aeronautics of the
20Department of Transportation shall chair the Task Force and
21serve as a liaison to the Governor and General Assembly.
22Meetings of the Task Force shall be held as necessary to
23complete the duties of the Task Force. Meetings of the Task
24Force shall be held in the central part of the State.
25    (d) The members of the Task Force shall receive no
26compensation for serving as members of the Task Force.

1    (e) The Task Force shall consider commercial and private
2uses of drones, landowner and privacy rights, as well as
3general rules and regulations for safe operation of drones, and
4prepare comprehensive recommendations for the safe and lawful
5operation of UAS in this State.
6    (f) The Department of Transportation shall provide
7administrative support to the Task Force.
8    (g) The Task Force shall submit a report with
9recommendations to the Governor and General Assembly no later
10than July 1, 2017 2016.

152017 2016.
