    Amends the Illinois Vehicle Code. Provides that Illinois Fire Fighters' Memorial license plates may be affixed to motorcycles.

1    AN ACT concerning transportation.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Illinois Vehicle Code is amended by changing
5Section 3-634 as follows:
 
6    (625 ILCS 5/3-634)
7    Sec. 3-634. Illinois Fire Fighters' License Plate.
8    (a) The Secretary, upon receipt of an application made in
9the form prescribed by the Secretary of State, may issue
10special registration plates designated to be Illinois Fire
11Fighters' Memorial license plates. The special plates issued
12under this Section shall be affixed only to passenger vehicles
13of the first division, motorcycles, motor vehicles of the
14second division weighing not more than 8,000 pounds, or
15recreational vehicles as defined in Section 1-169 of this Code,
16and subject to the staggered registration system. Plates issued
17under this Section shall expire according to the multi-year
18procedure established by Section 3-414.1 of this Code.
19    (b) The design and color of the plates shall be wholly
20within the discretion of the Secretary of State. The Secretary
21of State may, in his or her discretion, allow the plates to be
22issued as vanity plates or personalized in accordance with
23Section 3-405.1 of this Code. The plates are not required to

1designate "Land of Lincoln", as prescribed in subsection (b) of
2Section 3-412 of this Code. The Secretary of State shall
3prescribe stickers or decals as provided under Section 3-412.
4The Secretary must issue a version of the special registration
5plates authorized under this Section in a form appropriate for
6motorcycles.
7    (c) An applicant shall be charged a $27 fee for original
8issuance in addition to the applicable registration fee. Of
9this additional fee, $15 shall be deposited into the Secretary
10of State Special License Plate Fund and $12 shall be deposited
11into the Illinois Fire Fighters' Memorial Fund. For each
12registration renewal period, a $17 fee, in addition to the
13appropriate registration fee, shall be charged. Of this fee, $2
14shall be deposited into the Secretary of State Special License
15Plate Fund and $15 shall be deposited into the Illinois Fire
16Fighters' Memorial Fund.
17    (d) In addition to the purpose specified in Section
182-119(n), moneys in the Illinois Fire Fighters' Memorial Fund
19shall, except as otherwise provided in subsection (e) and
20subject to appropriation by the General Assembly and
21distribution by the Secretary, be used exclusively for the
22following purposes:
23        (1) maintaining the Illinois Fire Fighters' Memorial;
24        (2) holding an annual memorial commemoration and Medal
25    of Honor ceremony and related activities; and
26        (3) providing scholarships, for graduate study,

1    undergraduate study, or both, to children and spouses of
2    fire fighters killed in the line of duty.
3    (e) No more than 10% of the annual proceeds of the Illinois
4Fire Fighters' Memorial Fund may, subject to appropriation by
5the General Assembly and distribution by the Secretary, be used
6for exhibits for and the maintenance of the Illinois Fire
7Fighter Museum, except that the 10% limit may be exceeded to
8pay for emergency repairs related to the structural stability
9of the Illinois Fire Fighter Museum. Prior to exceeding the 10%
10limit, the Office of the State Fire Marshal shall obtain the
11approval of a majority of the members of the Illinois Fire
12Fighters Memorial Foundation.
