1 AMENDMENT TO HOUSE BILL 3973
2     AMENDMENT NO. ______. Amend House Bill 3973, AS AMENDED, by
3 replacing everything after the enacting clause with the
4 following:

5     "Section 5. The University of Illinois Act is amended by
6 adding Section 90 as follows:

7     (110 ILCS 305/90 new)
8     Sec. 90. Commencement speaker; State-appropriated funds
9 prohibition. The University may not use State-appropriated
10 funds to pay an individual to deliver the commencement address
11 at any graduation ceremony conducted by the University, but may
12 use private funds for such purposes.

13     Section 10. The Southern Illinois University Management
14 Act is amended by adding Section 75 as follows:

1     (110 ILCS 520/75 new)
2     Sec. 75. Commencement speaker; State-appropriated funds
3 prohibition. The University may not use State-appropriated
4 funds to pay an individual to deliver the commencement address
5 at any graduation ceremony conducted by the University, but may
6 use private funds for such purposes.

7     Section 15. The Chicago State University Law is amended by
8 adding Section 5-185 as follows:

9     (110 ILCS 660/5-185 new)
10     Sec. 5-185. Commencement speaker; State-appropriated funds
11 prohibition. The University may not use State-appropriated
12 funds to pay an individual to deliver the commencement address
13 at any graduation ceremony conducted by the University, but may
14 use private funds for such purposes.

15     Section 20. The Eastern Illinois University Law is amended
16 by adding Section 10-185 as follows:

17     (110 ILCS 665/10-185 new)
18     Sec. 10-185. Commencement speaker; State-appropriated
19 funds prohibition. The University may not use
20 State-appropriated funds to pay an individual to deliver the
21 commencement address at any graduation ceremony conducted by
22 the University, but may use private funds for such purposes.

1     Section 25. The Governors State University Law is amended
2 by adding Section 15-185 as follows:

3     (110 ILCS 670/15-185 new)
4     Sec. 15-185. Commencement speaker; State-appropriated
5 funds prohibition. The University may not use
6 State-appropriated funds to pay an individual to deliver the
7 commencement address at any graduation ceremony conducted by
8 the University, but may use private funds for such purposes.

9     Section 30. The Illinois State University Law is amended by
10 adding Section 20-190 as follows:

11     (110 ILCS 675/20-190 new)
12     Sec. 20-190. Commencement speaker; State-appropriated
13 funds prohibition. The University may not use
14 State-appropriated funds to pay an individual to deliver the
15 commencement address at any graduation ceremony conducted by
16 the University, but may use private funds for such purposes.

17     Section 35. The Northeastern Illinois University Law is
18 amended by adding Section 25-185 as follows:

19     (110 ILCS 680/25-185 new)
20     Sec. 25-185. Commencement speaker; State-appropriated

1 funds prohibition. The University may not use
2 State-appropriated funds to pay an individual to deliver the
3 commencement address at any graduation ceremony conducted by
4 the University, but may use private funds for such purposes.

5     Section 40. The Northern Illinois University Law is amended
6 by adding Section 30-195 as follows:

7     (110 ILCS 685/30-195 new)
8     Sec. 30-195. Commencement speaker; State-appropriated
9 funds prohibition. The University may not use
10 State-appropriated funds to pay an individual to deliver the
11 commencement address at any graduation ceremony conducted by
12 the University, but may use private funds for such purposes.

13     Section 45. The Western Illinois University Law is amended
14 by adding Section 35-190 as follows:

15     (110 ILCS 690/35-190 new)
16     Sec. 35-190. Commencement speaker; State-appropriated
17 funds prohibition. The University may not use
18 State-appropriated funds to pay an individual to deliver the
19 commencement address at any graduation ceremony conducted by
20 the University, but may use private funds for such purposes.

21     Section 50. The Public Community College Act is amended by

1 adding Section 3-65 as follows:

2     (110 ILCS 805/3-65 new)
3     Sec. 3-65. Commencement speaker; State-appropriated funds
4 prohibition. A community college district may not use
5 State-appropriated funds to pay an individual to deliver the
6 commencement address at any graduation ceremony conducted by a
7 community college, but may use private funds for such purposes.

8     Section 99. Effective date. This Act takes effect upon
9 becoming law.".
