AMENDMENT TO HOUSE BILL 3973

2    AMENDMENT NO. ______. Amend House Bill 3973 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The University of Illinois Act is amended by
5adding Section 90 as follows:
 
6    (110 ILCS 305/90 new)
7    Sec. 90. Commencement speaker; State funds prohibition.
8The University may not use State funds to pay an individual to
9deliver the commencement address at any graduation ceremony
10conducted by the University, but may use private funds for such
11purposes. In the event that the University violates this
12Section, the State Comptroller shall debit from the
13University's State operating aid an amount equal to the amount
14paid by the University to the commencement speaker.
 
15    Section 10. The Southern Illinois University Management

1Act is amended by adding Section 75 as follows:
 
2    (110 ILCS 520/75 new)
3    Sec. 75. Commencement speaker; State funds prohibition.
4The University may not use State funds to pay an individual to
5deliver the commencement address at any graduation ceremony
6conducted by the University, but may use private funds for such
7purposes. In the event that the University violates this
8Section, the State Comptroller shall debit from the
9University's State operating aid an amount equal to the amount
10paid by the University to the commencement speaker.
 
11    Section 15. The Chicago State University Law is amended by
12adding Section 5-185 as follows:
 
13    (110 ILCS 660/5-185 new)
14    Sec. 5-185. Commencement speaker; State funds prohibition.
15The University may not use State funds to pay an individual to
16deliver the commencement address at any graduation ceremony
17conducted by the University, but may use private funds for such
18purposes. In the event that the University violates this
19Section, the State Comptroller shall debit from the
20University's State operating aid an amount equal to the amount
21paid by the University to the commencement speaker.
 
22    Section 20. The Eastern Illinois University Law is amended

1by adding Section 10-185 as follows:
 
2    (110 ILCS 665/10-185 new)
3    Sec. 10-185. Commencement speaker; State funds
4prohibition. The University may not use State funds to pay an
5individual to deliver the commencement address at any
6graduation ceremony conducted by the University, but may use
7private funds for such purposes. In the event that the
8University violates this Section, the State Comptroller shall
9debit from the University's State operating aid an amount equal
10to the amount paid by the University to the commencement
11speaker.
 
12    Section 25. The Governors State University Law is amended
13by adding Section 15-185 as follows:
 
14    (110 ILCS 670/15-185 new)
15    Sec. 15-185. Commencement speaker; State funds
16prohibition. The University may not use State funds to pay an
17individual to deliver the commencement address at any
18graduation ceremony conducted by the University, but may use
19private funds for such purposes. In the event that the
20University violates this Section, the State Comptroller shall
21debit from the University's State operating aid an amount equal
22to the amount paid by the University to the commencement

2adding Section 20-190 as follows:
 
3    (110 ILCS 675/20-190 new)
4    Sec. 20-190. Commencement speaker; State funds
5prohibition. The University may not use State funds to pay an
6individual to deliver the commencement address at any
7graduation ceremony conducted by the University, but may use
8private funds for such purposes. In the event that the
9University violates this Section, the State Comptroller shall
10debit from the University's State operating aid an amount equal
11to the amount paid by the University to the commencement
12speaker.
 
13    Section 35. The Northeastern Illinois University Law is
14amended by adding Section 25-185 as follows:
 
15    (110 ILCS 680/25-185 new)
16    Sec. 25-185. Commencement speaker; State funds
17prohibition. The University may not use State funds to pay an
18individual to deliver the commencement address at any
19graduation ceremony conducted by the University, but may use
20private funds for such purposes. In the event that the
21University violates this Section, the State Comptroller shall

3    Section 40. The Northern Illinois University Law is amended
4by adding Section 30-195 as follows:
 
5    (110 ILCS 685/30-195 new)
6    Sec. 30-195. Commencement speaker; State funds
7prohibition. The University may not use State funds to pay an
8individual to deliver the commencement address at any
9graduation ceremony conducted by the University, but may use
10private funds for such purposes. In the event that the
11University violates this Section, the State Comptroller shall
12debit from the University's State operating aid an amount equal
13to the amount paid by the University to the commencement
14speaker.
 
15    Section 45. The Western Illinois University Law is amended
16by adding Section 35-190 as follows:
 
17    (110 ILCS 690/35-190 new)
18    Sec. 35-190. Commencement speaker; State funds
19prohibition. The University may not use State funds to pay an
20individual to deliver the commencement address at any
21graduation ceremony conducted by the University, but may use
