1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Renewable Energy, Energy Efficiency, and
5Coal Resources Development Law of 1997 is amended by adding
6Section 6-6.5 as follows:
 
7    (20 ILCS 687/6-6.5 new)
8    Sec. 6-6.5. Utilization of Renewable Energy on State-Owned
9Properties Task Force.
10    (a) The Utilization of Renewable Energy on State-Owned
11Properties Task Force is hereby created. The Task Force shall
12consider the economics and feasibility of installing and
13maintaining renewable energy facilities on State-owned
14property and the impact and benefits to the community and the
15State.
16    (b) The Task Force shall be formed within 60 days after the
17effective date of this amendatory Act of the 99th General
18Assembly and shall be comprised of the following members:
19        (1) two members appointed by the Speaker of the House
20    of Representatives;
21        (2) two members appointed by the Minority Leader of the
22    House of Representatives;
23        (3) two members appointed by the President of the

1    Senate;
2        (4) two members appointed by the Minority Leader of the
3    Senate;
4        (5) the Director of the Illinois Environmental
5    Protection Agency, or his or her designee;
6        (6) the Director of the Department of Natural
7    Resources, or his or her designee;
8        (7) the Director of the Department of Central
9    Management Services, or his or her designee;
10        (8) one member appointed by the Governor to represent
11    the public, who shall serve as chair of the Task Force; and
12        (9) one member appointed by the Governor with business
13    experience in renewable energy development.
14    (c) The members of the Task Force shall not receive
15compensation for their services, but may be reimbursed for
16travel expenses related to the duties of the Task Force.
17    (d) The Department of Commerce and Economic Opportunity
18shall provide administrative support to the Task Force.
19    (e) The Task Force shall compile their findings and
20recommendations in a report to be presented to the Governor and
21the members of the General Assembly on or before September 1,
222016. The Task Force shall be dissolved upon submission of the
23report.
24    (f) This Section is repealed on January 1, 2017.
 
25    Section 99. Effective date. This Act takes effect upon
26becoming law.
