SYNOPSIS AS INTRODUCED:
 
20 ILCS 687/6-6.5 new

    Amends the Renewable Energy, Energy Efficiency, and Coal Resources Development Law of 1997. Creates the Utilization of Renewable Energy on State-Owned Properties Task Force. Provides that the Task Force shall consider the financial implications of installing and maintaining renewable energy facilities on State-owned property, the impact on property values and the community, and environmental factors relating to renewable energy. Provides that the Task Force shall compile their findings and recommendations in a report to be presented to the Governor and the members of the General Assembly on or before January 1, 2016. Provides that the Task Force is abolished on January 1, 2017. Effective immediately.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Renewable Energy, Energy Efficiency, and
5Coal Resources Development Law of 1997 is amended by adding
6Section 6-6.5 as follows:
 
7    (20 ILCS 687/6-6.5 new)
8    Sec. 6-6.5. Utilization of Renewable Energy on State-Owned
9Properties Task Force.
10    (a) The Utilization of Renewable Energy on State-Owned
11Properties Task Force is hereby created. The Task Force shall
12consider the financial implications of installing and
13maintaining renewable energy facilities on State-owned
14property, the impact on property values and the community, and
15environmental factors relating to renewable energy.
16    (b) The Task Force shall be formed no later than June 1,
172015 and shall be comprised of the following members:
18        (1) two members appointed by the Speaker of the House
19    of Representatives;
20        (2) two members appointed by the Minority Leader of the
21    House of Representatives;
22        (3) two members appointed by the President of the
23    Senate;

1        (4) two members appointed by the Minority Leader of the
2    Senate;
3        (5) the Director of the Illinois Environmental
4    Protection Agency, or his or her designee;
5        (6) the Director of the Department of Natural
6    Resources, or his or her designee;
7        (7) the Director of the Department of Central
8    Management Services, or his or her designee;
9        (8) one member appointed by the Governor to represent
10    the public, with experience in renewable energy
11    development or related fields; and
12        (9) one member appointed by the Governor to serve as
13    Chairman of the Task Force.
14    (c) The members of the Task Force shall not receive
15compensation for their services, but may be reimbursed for
16travel expenses related to the duties of the Task Force.
17    (d) The Department of Commerce and Economic Opportunity
18shall provide administrative support to the Task Force.
19    (e) The Task Force shall compile their findings and
20recommendations in a report to be presented to the Governor and
21the members of the General Assembly on or before January 1,
222016.
23    (f) This Section is repealed on January 1, 2017.
 
24    Section 99. Effective date. This Act takes effect upon
25becoming law.
