AMENDMENT TO HOUSE BILL 1490

2    AMENDMENT NO. ______. Amend House Bill 1490 by replacing
3everything after the enacting clause with the following:
 
4    "Section 1. Short title. This Act may be cited as the
5Commission on Young Adult Employment Act.
 
6    Section 5. Commission on Young Adult Employment. The
7Commission on Young Adult Employment is created as a 17-member
8Commission. Four members of the Commission shall be appointed
9by each legislative leader. Members of the Commission shall
10receive no compensation, but may be reimbursed for their
11expenses from appropriations available for that purpose. The
12Chairperson of the Chicago State University Board of Trustees
13or his or her designee shall be the chairperson of the
14Commission. The Commission shall meet at the call of the Chair.
15Each Commission member shall have a 2-year term. A legislative
16leader may appoint a replacement member upon the death,

1disability, or resignation of any member appointed by that
2leader.
 
3    Section 10. Administrative support. Chicago State
4University shall provide administrative support to the
5Commission.
 
6    Section 15. Commission duties.
7    (a) The Commission shall identify issues concerning the
8readiness and ability of young adults to find employment after
9graduating from college or otherwise completing their
10education that may be addressed by the 99th General Assembly
11and future General Assemblies. The Commission shall make
12recommendations regarding the issues identified. The issues
13and recommendations shall address the barriers faced by young
14adults who seek employment or promotional opportunities in
15State government and possible incentives that could be offered
16to foster the employment of and the promotion of young adults
17in State government.
18    (b) The Commission shall consult with State agencies,
19community stakeholders, other universities and institutions of
20higher education, and local school boards.
 
21    Section 20. Findings and recommendations. The Commission
22shall meet and begin its work no later than 60 days after the
23appointment of all Commission members. By November 30, 2015,

1and by November 30 of every year thereafter, the Commission
2shall submit a report to the General Assembly setting forth its
3findings and recommendations. The requirement for reporting to
4the General Assembly shall be satisfied by filing copies of the
5report with the Speaker, Minority Leader, and Clerk of the
6House of Representatives, the President, Minority Leader, and
7Secretary of the Senate, and the Legislative Research Unit as
8required under Section 3.1 of the General Assembly Organization
9Act.
 
10    Section 97. Repeal. This Act is repealed January 1, 2019.
 
11    Section 99. Effective date. This Act takes effect upon
12becoming law.".
