SYNOPSIS AS INTRODUCED:
 
20 ILCS 2105/2105-340 new

    Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that the Department of Financial and Professional Regulation shall accept proof of bond insurance for general liability coverage from general contractors, painters, drywallers, HVAC technicians, and electricians and publish the proof of bond insurance for general liability coverage submitted from those people on a publicly-accessible website. Provides that no unit of local government may require a general contractor, painter, drywaller, HVAC technician, or electrician to submit additional proof of bond insurance for general liability coverage or assess a fee associated with the proof of bond insurance in order to do business in that jurisdiction if the general contractor, painter, drywaller, HVAC technician, or electrician has submitted proof of bond insurance to the Department and the Department's website displays the proof of bond insurance. Effective January 1, 2016.

1    AN ACT concerning State government.
 
2    Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
 
4    Section 5. The Department of Professional Regulation Law of
5the Civil Administrative Code of Illinois is amended by adding
6Section 2105-340 as follows:
 
7    (20 ILCS 2105/2105-340 new)
8    Sec. 2105-340. Proof of bond insurance for contractors,
9painters, drywallers, HVAC technicians, and electricians.
10    (a) The Department shall accept proof of bond insurance for
11general liability coverage from general contractors, painters,
12drywallers, HVAC technicians, and electricians. The Department
13shall publish the proof of bond insurance for general liability
14coverage submitted from those people on a publicly-accessible
15website.
16    (b) The Department may adopt rules to implement this
17Section. The Department may prepare a standard form for general
18contractors, painters, drywallers, HVAC technicians, and
19electricians to submit to demonstrate their proof of bond
20insurance for general liability coverage.
21    (c) No unit of local government may require a general
22contractor, painter, drywaller, HVAC technician, or
23electrician to submit additional proof of bond insurance for

1general liability coverage or assess a fee associated with the
2proof of bond insurance in order to do business in that

7prohibits a unit of local government from requiring a general
8contractor, painter, drywaller, HVAC technician, or
9electrician to apply for and receive a license in order to do
10business in the jurisdiction.
 
11    Section 99. Effective date. This Act takes effect January
121, 2016.
