Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that the Department of Financial and Professional Regulation shall accept proof of bond insurance for general liability coverage from general contractors, painters, drywallers, HVAC technicians, and electricians and publish the proof of bond insurance for general liability coverage submitted from those people on a publicly-accessible website. Provides that no unit of local government may require a general contractor, painter, drywaller, HVAC technician, or electrician to submit additional proof of bond insurance for general liability coverage or assess a fee associated with the proof of bond insurance in order to do business in that jurisdiction if the general contractor, painter, drywaller, HVAC technician, or electrician has submitted proof of bond insurance to the Department and the Department's website displays the proof of bond insurance. Effective January 1, 2016.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Department of Professional Regulation Law of | 5 | | the
Civil Administrative Code of Illinois is amended by adding | 6 | | Section 2105-340 as follows: | 7 | | (20 ILCS 2105/2105-340 new) | 8 | | Sec. 2105-340. Proof of bond insurance for contractors, | 9 | | painters, drywallers, HVAC technicians, and electricians. | 10 | | (a) The Department shall accept proof of bond insurance for | 11 | | general liability coverage from general contractors, painters, | 12 | | drywallers, HVAC technicians, and electricians. The Department | 13 | | shall publish the proof of bond insurance for general liability | 14 | | coverage submitted from those people on a publicly-accessible | 15 | | website. | 16 | | (b) The Department may adopt rules to implement this | 17 | | Section. The Department may prepare a standard form for general | 18 | | contractors, painters, drywallers, HVAC technicians, and | 19 | | electricians to submit to demonstrate their proof of bond | 20 | | insurance for general liability coverage. | 21 | | (c) No unit of local government may require a general | 22 | | contractor, painter, drywaller, HVAC technician, or | 23 | | electrician to submit additional proof of bond insurance for |
