| 1 | | AN ACT concerning transportation.
| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Illinois Vehicle Code is amended by changing | 5 | | Section 3-658 and by adding Section 3-806.9 as follows:

| 7 | | Sec. 3-658. Professional Sports Teams license plates.
| 8 | | (a) The Secretary, upon receipt of an application made in | 9 | | the form
prescribed by the Secretary, may issue special | 10 | | registration plates designated
as Professional Sports Teams | 11 | | license plates. The special plates issued under
this Section
| 12 | | shall be affixed only to passenger vehicles of the first | 13 | | division , motorcycles, and motor
vehicles of the second | 14 | | division weighing not more than 8,000 pounds. Plates
issued | 15 | | under this Section shall expire according to the multi-year | 16 | | procedure
established by Section 3-414.1 of this Code.
| 17 | | (b) The design and color of the plates is wholly within the | 18 | | discretion of
the Secretary, except that the plates shall, | 19 | | subject to the permission of the
applicable team owner, display | 20 | | the logo of the Chicago Bears, the Chicago
Bulls, the Chicago | 21 | | Blackhawks, the Chicago Cubs, the
Chicago White Sox, the St. | 22 | | Louis Rams, or the St. Louis Cardinals, at the
applicant's | 23 | | option. The Secretary may allow the plates to be issued as |

or personalized plates under Section 3-405.1 of the | 2 | | Code. The Secretary shall
prescribe stickers or decals as | 3 | | provided under Section 3-412 of this Code.
| 4 | | (c) An applicant for the special plate shall be charged a | 5 | | $40 fee for
original issuance in addition to the appropriate | 6 | | registration fee. Of this
fee, $25 shall be deposited into the | 7 | | Professional Sports Teams Education Fund
and $15 shall be | 8 | | deposited into the Secretary of State Special License Plate
| 9 | | Fund, to be used by the Secretary to help defray the | 10 | | administrative processing
costs.
| 11 | | For each registration renewal period, a $27 fee, in | 12 | | addition to the
appropriate registration fee, shall be charged. | 13 | | Of this fee, $25 shall be
deposited into the Professional | 14 | | Sports Teams Education Fund and $2 shall be
deposited into the | 15 | | Secretary of State Special License Plate Fund.
| 16 | | (d) The Professional Sports Teams Education Fund is created | 17 | | as a special
fund in the State treasury. The Comptroller shall | 18 | | order transferred and the Treasurer shall transfer all moneys | 19 | | in the Professional Sports Team Education Fund to the Common | 20 | | School Fund every 6 months. All moneys in the Professional | 21 | | Sports Teams
Education Fund shall, subject to appropriation by | 22 | | the General Assembly and distribution
by the Secretary, be | 23 | | deposited every 6 months into the Common School
Fund.

| 1 | | Sec. 3-806.9. Expedited vehicle registration. The | 2 | | Secretary of State may provide an expedited process for the | 3 | | issuance of vehicle registration plates. Expedited | 4 | | registration applications must be complete, including | 5 | | necessary forms, fees, and taxes. The Secretary shall charge an | 6 | | additional fee of not more than $10 for this service, and that | 7 | | fee shall cover the cost of shipping the vehicle registration | 8 | | plates via an express mail service. All fees collected by the | 9 | | Secretary for expedited registration services shall be | 10 | | deposited into the Motor Vehicle License Plate Fund. | 11 | | (625 ILCS 5/3-696 rep.) | 12 | | (625 ILCS 5/3-806.8 rep.) | 13 | | Section 10. The Illinois Vehicle Code is amended by | 14 | | repealing Section 3-696 as added by Public Act 97-221 and | 15 | | Section 3-806.8.
