Amends the Jury Act and the Jury Commission Act. Provides that lists of claimants for unemployment insurance shall be added to the other lists (Illinois driver's license, Identification Card, Disabled Person Identification Card, and registered voters lists) now used to create jury lists. Provides that the Director of the Department of Employment Security shall annually compile a list of persons who in the last 12 months filed a claim for unemployment insurance and shall send the list to the Secretary of State to be combined with lists of Illinois driver's license, Illinois Identification Card, and Illinois Disabled Person Identification Card holders to constitute the master list for jury lists.

| 2 | | Be it enacted by the People of the State of Illinois,
| 3 | | represented in the General Assembly:
| 4 | | Section 5. The Jury Act is amended by changing Sections 1, | 5 | | 1a, and 1b as follows:
| 6 | | (705 ILCS 305/1) (from Ch. 78, par. 1)
| 7 | | Sec. 1.
The county board of each county, except those | 8 | | counties which
have a jury administrator or
jury commissioners
| 9 | | as provided in the Jury Commission Act, shall, at or before the | 10 | | time of its
meeting, in
September, in each year, or at any time | 11 | | thereafter, when necessary for
the purpose of this Act, make a | 12 | | list of the legal voters and the
Illinois driver's license, | 13 | | Illinois Identification Card, and Illinois
Disabled Person | 14 | | Identification Card holders , and the claimants for | 15 | | unemployment insurance of the county, giving the place
of
| 16 | | residence of each name on the list, to be known as a jury list. | 17 | | The list
shall be made by choosing every tenth name, or other | 18 | | whole number rate
necessary to obtain the number required, from | 19 | | the latest voter registration
and drivers license, Illinois | 20 | | Identification Card, and Illinois Disabled
Person | 21 | | Identification Card holders and claimants for unemployment | 22 | | insurance lists of the county. In compiling the jury
list, | 23 | | duplication of names shall be avoided to the extent |

| 2 | | As used in this Act, "jury administrator" is defined as | 3 | | under Section 0.05
of the Jury Commission Act.

| 6 | | Sec. 1a. Driver's license, Illinois Identification Card, | 7 | | and Illinois
Disabled Person Identification Card , and | 8 | | claimants for unemployment insurance lists. The Director of | 9 | | the Illinois Department of Employment Security shall annually | 10 | | compile a list of persons who, in the prior 12 months, filed a | 11 | | claim for unemployment insurance. The list shall then be sent | 12 | | to the Secretary of State to be combined with an up-to-date | 13 | | list of Illinois driver's license, Illinois Identification | 14 | | Card, and Illinois Disabled Person Identification Card | 15 | | holders. This master list, to be Driver's license, Illinois
| 16 | | Identification Card, and Illinois Disabled Person | 17 | | Identification Card
holder's lists used
for the preparation of | 18 | | jury lists , as provided in Section 1 of this Act,
shall be | 19 | | furnished to either the Administrative Office of the Illinois
| 20 | | Courts, or the county board of each county, except those | 21 | | counties
which have jury commissioners as provided in the Jury | 22 | | Commission Act, by the Secretary of State from records
in his | 23 | | office. The lists shall contain a list of the persons in
that | 24 | | county
holding valid driver's licenses, Illinois | 25 | | Identification Cards, or Illinois

| 1 | | Identification Cards and claimants for unemployment insurance | 2 | | who are 18 years of age or older and
shall
be arranged | 3 | | alphabetically, by county, and shall contain the name, age and
| 4 | | address of each driver's license, Illinois Identification | 5 | | Card, or Illinois
Disabled Person Identification Card holder | 6 | | and each claimant for unemployment insurance on the list, and | 7 | | the date of
issuance of each license.

| 10 | | Sec. 1b.
The combination of the lists of registered voters , | 11 | | and driver's
license, Illinois Identification Card, or | 12 | | Illinois Disabled Person
Identification Card holders , and | 13 | | claimants for unemployment insurance and the preparation of | 14 | | jury lists under this Act
shall,
when requested by the Chief | 15 | | Judge or his designee, be accomplished through
the services of | 16 | | the Administrative Office of the Illinois Courts.

| 18 | | Section 10. The Jury Commission Act is amended by changing | 19 | | Sections 2 and 2a as follows:

| 21 | | Sec. 2.
In a county
with a population of at least 3,000,000 | 22 | | in which a jury administrator
or jury commissioners have been | 23 | | appointed, the
jury administrator or commissioners, upon

| 1 | | entering upon the duties of their office, and every 4 years | 2 | | thereafter,
shall prepare a list of all legal voters and all
| 3 | | Illinois driver's license, Illinois Identification Card, and | 4 | | Illinois
Disabled Person Identification Card holders , and | 5 | | claimants for unemployment insurance of each town or precinct | 6 | | of the
county possessing the necessary legal qualifications for | 7 | | jury duty, to be
known as the jury list. In a county with a | 8 | | population of less than
3,000,000 in which
a jury administrator | 9 | | or
jury commissioners have been appointed, the
jury | 10 | | administrator or
jury
commissioners upon entering upon the | 11 | | duties of their office, and each year
thereafter, shall prepare | 12 | | a list of all Illinois driver's license, Illinois
| 13 | | Identification Card, and Illinois Disabled Person | 14 | | Identification Card holders , all claimants for unemployment | 15 | | insurance,
and all registered voters of the county to be known | 16 | | as the jury list.
| 17 | | The jury list may be revised and amended annually in the | 18 | | discretion of
the commissioners or jury administrator.
Any
| 19 | | record kept by the jury commissioners or jury administrator
for | 20 | | over 4
years may be destroyed at their discretion. The name of | 21 | | each person on
the list shall be entered in a book or books to | 22 | | be kept for that
purpose, and opposite the name shall be | 23 | | entered his or her age and
place of residence, giving street | 24 | | and number, if any.
| 25 | | The Director of the Department of Employment Security shall | 26 | | annually compile a list of persons who, in the prior 12 months, |

| 1 | | filed a claim for unemployment insurance. The list shall then | 2 | | be sent to the Secretary of State to be combined with an | 3 | | up-to-date list of Illinois driver's license, Illinois | 4 | | Identification Card, and Illinois Disabled Person | 5 | | Identification Card holders as provided in
Section 1a of the | 6 | | Jury Act. The
jury administrator,
jury commissioners, or the | 7 | | Administrative Office of the Illinois
Courts shall receive an | 8 | | up-to-date list of Illinois driver's
license, Illinois | 9 | | Identification Card, and Illinois Disabled Person
| 10 | | Identification Card holders from the Secretary of State as | 11 | | provided in
Section 1a of the Jury Act. In compiling the jury | 12 | | list,
duplication of names shall be avoided to the extent | 13 | | practicable.
| 14 | | Whenever the name of a registered voter or an Illinois | 15 | | driver's license,
Illinois Identification Card, or Illinois | 16 | | Disabled Person
Identification Card holder , or a claimant for | 17 | | unemployment insurance appearing upon this jury list is | 18 | | transferred to
the active jury list in the manner prescribed by | 19 | | Section 8 of this Act, the
following additional
information | 20 | | shall be recorded after the name of the voter: the age
of the | 21 | | voter, his or her occupation, if any, whether or not he or she | 22 | | is a
resident residing with his or her family and whether or | 23 | | not he or she is an
owner or life tenant of real estate in the | 24 | | county.
