AMENDMENT TO SENATE BILL 3622

AMENDMENT NO. ______. Amend Senate Bill 3622 by replacing everything after the enacting clause with the following:

"Section 1. Short title. This Act may be cited as the Taxpayer Transparency Act.

Section 5. Public availability; General Revenue Fund appropriations. A bill making an appropriation from the General Revenue Fund may not be considered for final passage by either the House of Representatives or the Senate unless a copy of that bill, in its final form, has been made conveniently available to the public on the General Assembly's Internet website for at least 4 calendar days before the bill is considered for final passage by the first chamber to consider the bill in its final form. This restriction does not apply to amendments or conference committee reports that make only technical or non-substantive changes or to supplemental appropriations.

Section 99. Effective date. This Act takes effect upon becoming law.".
