| AMENDMENT TO SENATE BILL 3610

| AMENDMENT NO. ______. Amend Senate Bill 3610 on page 1, | 3 |
| line 5, after "2-3.25g", by inserting "and by adding Section | 4 |
| 21-7.6"; and

| on page 9, immediately below line 5, by inserting the | 6 |

| "(105 ILCS 5/21-7.6 new) | 8 |
| Sec. 21-7.6. Principal endorsement. | 9 |
| (a) It is the policy of this State that an essential | 10 |
| element of improving student learning is supporting and | 11 |
| employing highly effective school principals in leadership | 12 |
| roles who improve teaching and learning and increase academic | 13 |
| achievement and the development of all students. | 14 |
| (b) Beginning on July 1, 2014, all institutions of higher | 15 |
| education wishing to offer principal preparation programs must | 16 |
| do all of the following: |

| (1) Meet the standards and requirements for such | 2 |
| programs in accordance with this Section and any rules | 3 |
| adopted by the State Board of Education. | 4 |
| (2) Prepare candidates to meet approved standards for | 5 |
| principal skills, knowledge, and responsibilities, which | 6 |
| shall include a focus on instruction and student learning | 7 |
| and which must be used for principal professional | 8 |
| development, mentoring, and evaluation. | 9 |
| (3) Include specific requirements for the selection | 10 |
| and assessment of candidates, partnerships with public | 11 |
| schools in this State, training in the evaluation of staff, | 12 |
| and an internship. | 13 |
| (c) In order to obtain the principal endorsement | 14 |
| established under this Section, an individual must | 15 |
| successfully complete an approved principal preparation | 16 |
| program established pursuant to this Section, hold a master's | 17 |
| degree or higher, and have a minimum of 4 years of teaching or | 18 |
| school service personnel experience on a valid certificate; | 19 |
| however, the State Board of Education may, by rule, allow for | 20 |
| fewer than 4 years of experience based on performance | 21 |
| evaluations. | 22 |
| (d) No candidates may be admitted to an approved general | 23 |
| administrative preparation program after September 1, 2012. | 24 |
| Institutions of higher education currently offering general | 25 |
| administrative preparation programs may no longer entitle | 26 |
| principals with a general administrative endorsement after |

| June 30, 2014. | 2 |
| (e) Candidates successfully completing principal | 3 |
| preparation programs established pursuant to this Section | 4 |
| shall obtain a principal endorsement on an administrative | 5 |
| certificate and are eligible to serve as a principal or | 6 |
| assistant principal. Beginning on July 1, 2014, the current | 7 |
| general administrative endorsement must no longer be issued for | 8 |
| principals. Individuals holding the general administrative | 9 |
| endorsement prior to July 1, 2014 shall continue to be able to | 10 |
| serve as principals or assistant principals or hold any | 11 |
| positions that they were qualified to hold prior to the | 12 |
| principal endorsement taking effect under this Section. If an | 13 |
| individual holding a valid and registered general | 14 |
| administrative endorsement wishes to receive the principal | 15 |
| endorsement established pursuant to this Section, he or she may | 16 |
| complete one of the following pathways: | 17 |
| (1) Take a State principal assessment developed by the | 18 |
| State Board of Education. If such an individual passes the | 19 |
| State principal assessment, he or she shall receive the new | 20 |
| principal endorsement and does not need to complete a new | 21 |
| principal preparation program. | 22 |
| (2) Through July 1, 2018, complete an Illinois | 23 |
| Administrators' Academy course designated by the State | 24 |
| Board of Education upon the recommendation of the State | 25 |
| Superintendent of Education. If such an individual | 26 |
| successfully completes the Illinois Administrators' |

| Academy course, he or she shall receive the new principal | 2 |
| endorsement and does not need to complete a new principal | 3 |
| preparation program. | 4 |
| (3) Complete the new principal preparation program. | 5 |
| (f) To the extent that any provision in this Section | 6 |
| conflicts with Section 21-7.1 of this Code, this Section shall | 7 |
| govern. | 8 |
| (g) The State Board of Education may adopt rules necessary | 9 |
| to implement and administer principal preparation programs | 10 |
| under this Section. ".
