| AMENDMENT NO. ______. Amend Senate Bill 3222, AS AMENDED, | 3 |
| by replacing everything after the enacting clause with the | 4 |
| following:

| "Section 5. The University of Illinois Act is amended by | 6 |
| changing Section 25 as follows: | 7 |
| (110 ILCS 305/25) | 8 |
| Sec. 25. Limitation on tuition increase. This Section | 9 |
| applies only to those students who first enroll after the
| 10 |
| 2003-2004 academic year. For 4 continuous academic years | 11 |
| following
initial enrollment (or for undergraduate programs | 12 |
| that require more than
4 years to complete, for the normal time | 13 |
| to complete the program, as
determined by the University), the | 14 |
| tuition charged an undergraduate
student who is an Illinois | 15 |
| resident shall not exceed the amount that the
student was | 16 |
| charged at the time he or she first enrolled in the University.

| However, if the student changes majors during this time period, | 2 |
| the
tuition charged the student shall equal the amount the | 3 |

| undergraduate student who is an Illinois resident and who has | 6 |
| for 4 continuous academic years been charged no more than the | 7 |
| tuition amount that he or she was charged at the time he or she | 8 |
| first enrolled in the University shall be charged tuition not | 9 |
| to exceed the amount the University charged students who first | 10 |
| enrolled in the University for the academic year following the | 11 |
| academic year the student first enrolled in the University for | 12 |

| Section 10. The Southern Illinois University Management | 15 |
| Act is amended by changing Section 15 as follows: | 16 |
