SYNOPSIS AS INTRODUCED:
 
105 ILCS 5/27-1.5 new

    Amends the School Code. Creates the Instructional Mandates Task Force. Specifies the membership of the Task Force. Provides that the Task Force shall explore and examine all instructional mandates governing the public schools of the State that currently exist and shall make recommendations concerning, but not limited to, the propriety of all existing mandates, the imposition of future mandates, and waivers of instructional mandates. Provides that the Task Force shall ensure that its recommendations include specifics as to the necessary funding to carry out identified responsibilities. Provides that the Task Force may begin to conduct business upon the appointment of a majority of the voting members. Provides that the State Board of Education shall be responsible for providing staff and administrative support to the Task Force. Contains provisions concerning reimbursement for members. Provides that the Task Force shall submit a final report of its findings and recommendations to the Governor and the General Assembly on or before January 1, 2014 and that the Task Force may submit other reports as it deems appropriate. Provides that the Task Force is abolished and provisions concerning the task force are repealed on January 2, 2014. Provides that there shall be a moratorium on the passage of legislation that imposes instructional mandates on the public schools in this State through January 2, 2014.

1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The School Code is amended by adding Section
5 27-1.5 as follows:
 
6     (105 ILCS 5/27-1.5 new)
7     Sec. 27-1.5. Instructional Mandates Task Force.
8     (a) The General Assembly recognizes the increasing number
9 of instructional mandates that it passes each year. The State
10 Board shall create the Instructional Mandates Task Force.
11     (b) The Task Force shall consist of the following voting
12 members:
13         (1) One member appointed by the Governor, who shall
14     serve as chairperson of the Task Force.
15         (2) One member appointed by the President of the
16     Senate.
17         (3) One member appointed by the Minority Leader of the
18     Senate.
19         (4) One member appointed by the Speaker of the House of
20     Representatives.
21         (5) One member appointed by the Minority Leader of the
22     House of Representatives.
23         (6) One member appointed by an association

1     representing school boards.
2         (7) One member appointed by an association
3     representing school administrators.
4         (8) One member appointed by an association
5     representing school business officials.
6         (9) One member appointed by an association
7     representing special education administrators.
8         (10) Two district superintendents from urban school
9     districts appointed by the State Superintendent of
10     Education.
11         (11) Two district superintendents from rural school
12     districts appointed by the State Superintendent of
13     Education.
14         (12) One member appointed by the Chicago Board of
15     Education.
16         (13) One member appointed by each of 2 State-wide
17     associations representing teachers.
18     Members appointed by the legislative leaders shall be
19 appointed for the duration of the Task Force. In the event of a
20 vacancy, the appointment to fill the vacancy shall be made by
21 the legislative leader of the same chamber and party as the
22 leader who made the original appointment.
23     (c) The Task Force shall explore and examine all
24 instructional mandates governing the public schools of this
25 State that currently exist and shall make recommendations
26 concerning, but not limited to, the propriety of all existing

1 mandates, the imposition of future mandates, and waivers of
2 instructional mandates. The Task Force shall ensure that its
3 recommendations include specifics as to the necessary funding
4 to carry out identified responsibilities.
5     (d) The Task Force may begin to conduct business upon the
6 appointment of a majority of the voting members.
7     (e) The State Board of Education shall be responsible for
8 providing staff and administrative support to the Task Force.
9     (f) Members of the Task Force shall receive no compensation
10 for their participation, but may be reimbursed by the State
11 Board of Education for expenses in connection with their
12 participation, including travel, if funds are available.
13     (g) The Task Force shall submit a final report of its
14 findings and recommendations to the Governor and the General
15 Assembly on or before January 1, 2014. The Task Force may
16 submit other reports as it deems appropriate.
17     (h) The Task Force is abolished on January 2, 2014 and this
18 Section is repealed on January 2, 2014.
19     (i) There shall be a moratorium on the passage of
20 legislation that imposes instructional mandates on the public
21 schools in this State through January 2, 2014.
