AMENDMENT TO SENATE BILL 1956

2     AMENDMENT NO. ______. Amend Senate Bill 1956 on page 41,
3 immediately below line 6, by inserting the following:
 
4     "(105 ILCS 5/24-2)  (from Ch. 122, par. 24-2)
5     Sec. 24-2. Holidays.
6     (a) Teachers shall not be required to teach on Saturdays, ;
7 nor, except as provided in subsection (b) of this Section,
8 shall teachers or other school employees, other than
9 noncertificated school employees whose presence is necessary
10 because of an emergency or for the continued operation and
11 maintenance of school facilities or property, be required to
12 work on legal school holidays, which are January 1, New Year's
13 Day; the third Monday in January, the Birthday of Dr. Martin
14 Luther King, Jr.; February 12, the Birthday of President
15 Abraham Lincoln; the first Monday in March (to be known as
16 Casimir Pulaski's birthday); Good Friday; the day designated as
17 Memorial Day by federal law; July 4, Independence Day; the

1 first Monday in September, Labor Day; the second Monday in
2 October, Columbus Day; November 11, Veterans' Veteran's Day;
3 the Thursday in November commonly called Thanksgiving Day; and
4 December 25, Christmas Day. School boards may grant special
5 holidays whenever in their judgment such action is advisable.
6 No deduction shall be made from the time or compensation of a
7 school employee on account of any legal or special holiday.
8     (b) A school board or other entity eligible to apply for
9 waivers and modifications under Section 2-3.25g of this Code is
10 authorized to hold school or schedule teachers' institutes,
11 parent-teacher conferences, or staff development on the third
12 Monday in January (the Birthday of Dr. Martin Luther King,
13 Jr.); February 12 (the Birthday of President Abraham Lincoln);
14 the first Monday in March (known as Casimir Pulaski's
15 birthday); the second Monday in October (Columbus Day); and
16 November 11 (Veterans' Day), provided that:
17         (1) the person or persons honored by the holiday are
18     recognized through instructional activities conducted on
19     that day or, if the day is not used for student attendance,
20     on the first school day preceding or following that day;
21     and
22         (2) the entity that chooses to exercise this authority
23     first holds a public hearing about the proposal. The entity
24     shall provide notice preceding the public hearing to both
25     educators and parents. The notice shall set forth the time,
26     date, and place of the hearing, describe the proposal, and

1     indicate that the entity will take testimony from educators
2     and parents about the proposal.
3     (c) Commemorative holidays, which recognize specified
4 patriotic, civic, cultural or historical persons, activities,
5 or events, are regular school days. Commemorative holidays are:
6 January 28 (to be known as Christa McAuliffe Day and observed
7 as a commemoration of space exploration), February 15 (the
8 birthday of Susan B. Anthony), March 29 (Viet Nam War Veterans'
9 Veterans Day), September 11 (September 11th Day of
10 Remembrance), the school day immediately preceding Veterans'
11 Veteran's Day (Korean War Veterans' Veterans Day), October 1
12 (Recycling Day), December 7 (Pearl Harbor Veterans' Veterans
13 Day) and any day so appointed by the President or Governor.
14 School boards may establish commemorative holidays whenever in
15 their judgment such action is advisable. School boards shall
16 include instruction relative to commemorated persons,
17 activities, or events on the commemorative holiday or at any
18 other time during the school year and at any point in the
19 curriculum when such instruction may be deemed appropriate. The
20 State Board of Education shall prepare and make available to
21 school boards instructional materials relative to commemorated
22 persons, activities, or events which may be used by school
23 boards in conjunction with any instruction provided pursuant to
24 this paragraph.
25     (d) City of Chicago School District 299 shall observe March
26 4 of each year as a commemorative holiday. This holiday shall

1 be known as Mayors' Day which shall be a day to commemorate and
2 be reminded of the past Chief Executive Officers of the City of
3 Chicago, and in particular the late Mayor Richard J. Daley and
4 the late Mayor Harold Washington. If March 4 falls on a
5 Saturday or Sunday, Mayors' Day shall be observed on the
6 following Monday.
