AMENDMENT TO SENATE BILL 1629

AMENDMENT NO. ______. Amend Senate Bill 1629 by replacing everything after the enacting clause with the following:

"Section 5. The Energy Assistance Act is amended by changing Section 11 as follows:

(305 ILCS 20/11) (from Ch. 111 2/3, par. 1411)

Sec. 11. Payments to Energy Providers.

(a) When an energy provider supplies winter energy to a participant and customer, the provider shall be compensated by the State of Illinois pursuant to rules promulgated by the Department.

(b) Notwithstanding any other provision of this Act, if a participant in the energy assistance program under this Act resides in housing subsidized or developed with funds provided under the Rental Housing Support Program Act or under a similar locally funded rent subsidy program, the compensation paid under this Act to the energy provider who supplied winter energy to the participant shall be paid on behalf of the participant or, if the owner is responsible for providing winter energy, on behalf of the owner of the housing unit providing winter energy to the participant under the rent subsidy program.
