HOUSE RESOLUTION

 
2     WHEREAS, The impact of our nation's economic crisis is
3 being felt across Illinois, with families losing their jobs and
4 their homes; and
 
5     WHEREAS, Unemployment in Illinois continues to rise, with a
6 rate of 7.6% reported in December and 100,700 jobs lost in
7 2008; and
 
8     WHEREAS, Illinois Comptroller Daniel Hynes has predicted
9 the next fiscal year's State budget could face a $9 billion
10 shortfall; and
 
11     WHEREAS, Spending cuts threaten vital State services such
12 as education, health care, and public safety, services that
13 many families rely on in good times and bad times, and threaten
14 to undermine our ability to grow our economy; and
 
15     WHEREAS, The United States Congress has passed, and the
16 President has signed, the American Recovery and Reinvestment
17 Act of 2009, which is aimed at quickly revitalizing our
18 nation's economy by pumping funds into State programs and
19 projects designed to put people to work, with specific
20 provisions designed to offset potential spending cuts in
21 specific areas; and

1     WHEREAS, In order to turn our economy around, State leaders
2 must move quickly to submit plans to the federal government for
3 spending the approximately $8.8 billion allocated for
4 Illinois, and deadlines are in place to reallocate the funding
5 to other states if we are unable to submit the necessary plans;
6 and
 
7     WHEREAS, The people of the State of Illinois expect their
8 elected officials to work together for the common good;
9 therefore, be it
 
10     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
11 NINETY-SIXTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
12 urge the Office of the Governor to not only move quickly with a
13 plan to spend federal funds set aside under the American
14 Recovery and Reinvestment Act of 2009, but to also work with
15 the General Assembly and legislators to identify qualified
16 projects in economically-distressed regions that will provide
17 the most economic stimulus and jobs for Illinois residents; and
18 be it further
 
19     RESOLVED, That a suitable copy of this resolution be
20 delivered to the Governor and Chief Operating Officer Jack
21 Lavin.
