    AN ACT concerning ethics.

    Be it enacted by the People of the State of Illinois,

represented in the General Assembly:

    Section 5. The State Officials and Employees Ethics Act is 
5
amended  by changing Section 20-60 as follows:

    (5 ILCS 430/20-60)

    Sec. 20-60. Appeals.  A decision of the Executive
Ethics 
8
Commission to impose a fine is subject to judicial review
under 
9
the the Administrative Review Law. All other decisions by the

10
Executive Ethics Commission are final and not subject to
review 
11
either administratively or judicially.
