SYNOPSIS AS INTRODUCED:

405 ILCS 30/4.6 new
405 ILCS 35/3.5 new

    Amends the Illinois Public Aid Code, the Community Services Act, and the Community Support Systems Act. Directs the Department of Healthcare and Family Services, in cooperation with the Department of Human Services, to establish a Children's Healthcare Partnership Pilot Program in Sangamon County to fund the provision of various health care services, including family practice, pediatric, nursing (including advanced practice nursing), psychiatric, dental, and vision services, at a single location using a rate structure that is cost-based and similar to the rate structure used in the case of services provided by a Federally Qualified Health Center. Requires that the provider of health care services under the pilot program serve a disproportionate share of low-income or indigent patients.

1     AN ACT concerning health.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Illinois Public Aid Code is amended by
5 adding Section 12-4.37 as follows:
 
6     (305 ILCS 5/12-4.37 new)
7     Sec. 12-4.37. Children's Healthcare Partnership Pilot
8 Program. The Department of Healthcare and Family Services, in
9 cooperation with the Department of Human Services, shall
10 establish a Children's Healthcare Partnership Pilot Program in
11 Sangamon County to fund the provision of various health care
12 services by a single provider, or a group of providers that
13 have entered into an agreement for that purpose, at a single
14 location in the county. Services covered under the pilot
15 program shall include, but need not be limited to, family
16 practice, pediatric, nursing (including advanced practice
17 nursing), psychiatric, dental, and vision services. The
18 Departments shall fund the provision of all services provided
19 under the pilot program using a rate structure that is
20 cost-based and similar to the rate structure used in the case
21 of services provided by a Federally Qualified Health Center. To
22 be selected by the Departments as the provider of health care
23 services under the pilot program, a provider or group of

1 providers must serve a disproportionate share of low-income or
2 indigent patients, including recipients of medical assistance
3 under Article V of this Code. The Departments shall adopt rules
4 as necessary to implement this Section.
 
5     Section 10. The Community Services Act is amended by adding
6 Section 4.6 as follows:
 
7     (405 ILCS 30/4.6 new)
8     Sec. 4.6. Children's Healthcare Partnership Pilot Program.
9 The Department of Human Services shall participate in the
10 Children's Healthcare Partnership Pilot Program established
11 under Section 12-4.37 of the Illinois Public Aid Code and may
12 fund the provision of community services under this Act in
13 Sangamon County through participation in that pilot program.
 
14     Section 15. The Community Support Systems Act is amended by
15 adding Section 3.5 as follows:
 
16     (405 ILCS 35/3.5 new)
17     Sec. 3.5. Children's Healthcare Partnership Pilot Program.
18 The Department of Human Services shall participate in the
19 Children's Healthcare Partnership Pilot Program established
20 under Section 12-4.37 of the Illinois Public Aid Code and may
21 fund the provision of community support system services under
22 this Act in Sangamon County through participation in that pilot
