AMENDMENT TO HOUSE BILL 1444

2    AMENDMENT NO. ______. Amend House Bill 1444 by replacing
3everything after the enacting clause with the following:
 
4    "Section 5. The Department of Public Health Powers and
5Duties Law of the Civil Administrative Code of Illinois is
6amended by adding Section 2310-77 as follows:
 
7    (20 ILCS 2310/2310-77 new)
8    Sec. 2310-77. Chronic Disease Nutrition and Outcomes
9Advisory Commission.
10    (a) Subject to appropriation, the Chronic Disease
11Nutrition and Outcomes Advisory Commission is created to advise
12the Department on how best to incorporate nutrition as a
13chronic disease management strategy into State health policy to
14avoid Medicaid hospitalizations, and how to measure health care
15outcomes that will likely be required by new federal
16legislation.

1    (b) The Commission shall consist of all of the following
2members:
3        (1) One member of the Senate appointed by the President
4    of the Senate and one member of the Senate appointed by the
5    Minority Leader of the Senate.
6        (2) One member of the House of Representatives
7    appointed by the Speaker of the House of Representatives
8    and one member of the House of Representatives appointed by
9    the Minority Leader of the House of Representatives.
10        (3) Five members appointed by the Governor as follows:
11            (A) One representative of a not-for-profit social
12        service agency that provides clinical nutrition
13        services to individuals with HIV/AIDS and other
14        chronic diseases.
15            (B) One representative of a teaching medical
16        hospital that collaborates with community social
17        service providers.
18            (C) One representative of a social service agency
19        that provides outreach, counseling, and housing for
20        chronically ill individuals.
21            (D) One person who is a licensed physician with
22        expertise in treating individuals with chronic
23        illnesses, including heart disease, hypertension, and
24        HIV/AIDS, among others.
25            (E) One representative of a not-for-profit
26        community based agency that provides direct care,

1        supportive services, and education related to chronic
2        illnesses, including heart disease, hypertension, and
3        HIV/AIDS, among others.
4    Each Commission member shall serve for a term of 3 years
5and until his or her successor is appointed. Vacancies shall be
6filled in the same manner as original appointments.
7    (c) The Commission shall meet to organize and select a
8chairperson upon appointment of a majority of the members. The
9chairperson shall be elected by a majority vote of the members
10appointed to the Commission. The Commission shall meet at least
114 times a year at the call of the chairperson. Members of the
12Commission shall serve without compensation, but may be
13reimbursed for reasonable expenses incurred as a result of
14their duties as members of the Commission from funds
15appropriated to the Department for that purpose.
16    (d) The Commission shall submit an annual report to the
17Department on or before July 1, 2011 and on or before July 1 of
18each year thereafter with its recommendations.
19    (e) The Department shall provide administrative and staff
20support to the Commission.
 
21    Section 99. Effective date. This Act takes effect January
221, 2011.".
