AMENDMENT TO HOUSE BILL 658

2     AMENDMENT NO. ______. Amend House Bill 658 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 5. The Environmental Protection Act is amended by
5 adding Section 17.9 as follows:
 
6     (415 ILCS 5/17.9 new)
7     Sec. 17.9. Collaborative on Environmentally Safe Disposal
8 of Pharmaceuticals.
9     (a) The Medication Education Disposal Solutions (MEDS)
10 collaborative is established for the purpose of partnering with
11 public and private sector constituents to promote the
12 environmentally responsible disposal of unwanted and expired
13 medications.
14     (b) The collaborative shall consist of the Director of the
15 Illinois Environmental Protection Agency or his or her designee
16 and volunteer persons and organizations that have expressed an

1 interest in contributing to the development of programs that
2 (i) educate the public on the safe disposal of unwanted or
3 expired medications and (ii) establish an expanded network of
4 secure pharmaceutical collection centers throughout the State.
5 Members of the collaborative may organize themselves as they
6 deem necessary. The collaborative shall focus on the
7 development of an organization that will produce educational
8 materials for the public and assist in promoting the expansion
9 of a network of secure pharmaceutical collection centers
10 throughout the State. In developing and evaluating proposals to
11 achieve these objectives, the Agency and MEDS shall:
12         (1) Develop, for placement on the Medication Disposal
13     page of the Agency's Web site, additional information
14     regarding best practices for the disposal of
15     pharmaceuticals.
16         (2) Develop proposals that will expand opportunities
17     for the safe disposal of pharmaceuticals and personal care
18     products.
19         (3) Develop relationships with local health
20     departments, local governments, pharmacies, police
21     departments, and similar organizations to establish
22     programs that will promote and enhance the safe disposal of
23     pharmaceuticals.
24         (4) Develop educational materials that can be
25     distributed to the public, schools, and various
26     participating organizations.

1         (5) Review and adapt information from the USEPA and the
2     USGS to inform and educate the public and further refine
3     the Illinois pharmaceutical disposal program.
4         (6) Actively support supervised pharmaceutical
5     collection, including Household Hazardous Waste collection
6     events, at various locations around the State.
7         (7) Develop additional activities that further support
8     environmentally safe disposal of pharmaceuticals.
9     (c) No later than December 31, 2010, the MEDS collaborative
10 shall submit a report on its program development and
11 recommendations for furthering environmentally safe disposal
12 of pharmaceuticals. The Agency shall post the report and any
13 other relevant findings on its Web site.
14     (d) This Section is repealed July 1, 2011.
 
15     Section 99. Effective date. This Act takes effect upon
16 becoming law.".
