1     AN ACT concerning education.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Campus Security Act is amended by changing
5 Section 1 and by adding Section 20 as follows:
 
6     (110 ILCS 12/1)
7     Sec. 1. Short title. This Act may be cited as the Campus
8 Security Enhancement Act of 2008.

10     (110 ILCS 12/20 new)
11     Sec. 20. Campus security enhancement.
12     (a) In this Section, "higher education institution" means a
13 public university, a public community college, or an
14 independent, not-for-profit or for-profit higher education
15 institution located in this State.
16     (b) Each higher education institution is required to do the
17 following:
18         (1) develop a National Incident Management
19     System-compliant, all-hazards, emergency response plan in
20     partnership with the institution's county or major
21     municipal emergency management official, report the plan
22     to this official, and have training and exercises for the

1     plan annually at a minimum; and
2         (2) develop an inter-disciplinary and
3     multi-jurisdictional campus violence prevention plan,
4     including coordination of and communication between all
5     available campus and local mental health and first response
6     resources, in partnership with the institution's county or
7     major municipal emergency management official, report the
8     plan to this official, and have training and exercises for
9     the plan annually at a minimum. The campus violence
10     prevention plan shall include the development and
11     implementation of a campus violence prevention committee
12     and campus threat assessment team.
13     (c) County and major municipal emergency managers and
14 Illinois Emergency Management Agency regional coordinators
15 shall assist in the planning and training process for the plans
16 specified in subdivisions (1) and (2) of subsection (b) of this
17 Section with all resources available to them.
18     (d) County and major municipal emergency managers and
19 Illinois Emergency Management Agency regional coordinators
20 shall provide higher education institutions with appropriate
21 standards and guidelines for the plans specified in
22 subdivisions (1) and (2) of subsection (b) of this Section and
23 for the training and exercises for these plans.
