AMENDMENT TO SENATE BILL 233

2     AMENDMENT NO. ______. Amend Senate Bill 233 by replacing
3 everything after the enacting clause with the following:
 
4     "Section 1. Short title. This Act may be cited as the MRSA
5 Screening and Reporting Act.
 
6     Section 5. MRSA control program. In order to improve the
7 prevention of hospital-associated bloodstream infections due
8 to methicillin-resistant Staphylococcus aureus ("MRSA"), every
9 hospital shall establish an MRSA control program that requires:
10         (1) Identification of all MRSA-colonized patients in
11     all intensive care units, and other at-risk patients
12     identified by the hospital, through active surveillance
13     testing.
14         (2) Isolation of identified MRSA-colonized or
15     MRSA-infected patients in an appropriate manner.
16         (3) Monitoring and strict enforcement of hand hygiene

2         (4) Maintenance of records and reporting of cases under
3     Section 10 of this Act.
 
4     Section 10. Reporting by Department of Public Health.
5     (a) After October 1, 2007, the Department of Public Health
6 shall compile aggregate data for all hospitals on the total
7 number of infections due to methicillin-resistant
8 Staphylococcus aureus (MRSA) that (1) are present on admission
9 to a hospital and (2) occurred during the hospital stay,
10 reported separately, as compiled from diagnostic codes
11 contained in the Hospital Discharge Dataset provided to the
12 Department; provided, that this reporting requirement shall
13 apply only for patients in all intensive care units and other
14 at-risk patients identified by hospitals for active
15 surveillance testing for MRSA. The Department is authorized to
16 require hospitals, based on guidelines developed by the
17 National Center for Health Statistics, after October 1, 2007,
18 to submit data to the Department that is coded as "present on
19 admission" and "occurred during the stay".
20     (b) The Department shall make such data available on its
21 web site, in an annual report, and on the Hospital Report Card
22 pursuant to the Hospital Report Card Act.
 
23     Section 90. Repeal. This Act is repealed on January 1,
24 2011.

1     Section 99. Effective date. This Act takes effect upon
2 becoming law.".
