HOUSE RESOLUTION

 
2     WHEREAS, The members of the Illinois House of
3 Representatives are pleased to congratulate Lieutenant James
4 L. Smith of the Illinois State Police on his retirement on July
5 31, 2007; and
 
6     WHEREAS, James Smith was appointed to Cadet Class #65 on
7 November 10, 1980, and, upon graduation from the Academy on
8 March 16, 1981, was assigned to District 6; serving in District
9 6 James Smith held many assignments and earned promotions to
10 Sergeant in 1984 and Master Sergeant in 1989; and
 
11     WHEREAS, In addition to his patrol duties, he also served
12 as the District Administrative Commander, and the District
13 Investigative Commander; he also had assignments in other
14 units, such as the Operational Services Command, Special
15 Programs Section, and the Office of Inspections and Audits; and
 
16     WHEREAS, His final assignment was in the Executive
17 Protection Unit, where he earned a promotion to Lieutenant and
18 served as the Governor's South Detail Leader for three and a
19 half years; and
 
20     WHEREAS, Master Sergeant Smith earned a Department
21 Certificate of Recognition in 1994, honoring him for his

1 contributions as a peer support advisor; he also received a
2 Unit Citation in 2001 for his efforts as a Critical Response
3 Instructor, teaching the critical response principles to 2000
4 students across the State of Illinois; and
 
5     WHEREAS, In addition to his duties with the Illinois State
6 Police, Lieutenant Smith served Illinois law enforcement as
7 President of the Illinois Association of Black Law Enforcement
8 Officers; therefore, be it
 
9     RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
10 NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that we
11 congratulate Lieutenant James Smith on his retirement and wish
12 him and his family the best for the future; and be it further
 
13     RESOLVED, That a suitable copy of this resolution be
14 presented to Lieutenant James Smith as a symbol of our respect
15 and admiration.
