| AMENDMENT TO HOUSE RESOLUTION 384

| AMENDMENT NO. ___. Amend House Resolution 384 by replacing | 3 |
| everything after the heading with the following:

| "WHEREAS, There is clear evidence that quality | 5 |
| after-school programs can achieve positive outcomes for | 6 |
| children and youth in the areas of safety, academics, health | 7 |
| and prevention, social and emotional skill building, civic | 8 |
| engagement, and development of 21st century skills, making | 9 |
| after-school programs a valuable and needed community service; | 10 |
| and
| 11 |
| WHEREAS, It is important for after-school programs to | 12 |
| demonstrate characteristics of quality indicated by research | 13 |
| to increase the likelihood of achieving positive outcomes for | 14 |
| children and youth in their programs; and
| 15 |
| WHEREAS, Illinois has multiple funding streams supporting |

| after-school programs with distinct funding policies and | 2 |
| priorities that are not coordinated across administering State | 3 |
| agencies, resulting in gaps and overlaps of services; and
| 4 |
| WHEREAS, The demonstrated need in communities for | 5 |
| after-school services far outweighs the current available | 6 |
| funding; and
| 7 |
| WHEREAS, The majority of Illinois citizens report that | 8 |
| there are not enough after-school opportunities in their | 9 |
| communities; and
| 10 |
| WHEREAS, Illinois has seen increasing investment in | 11 |
| after-school programs by members of the General Assembly in | 12 |
| response to the need for after-school programming; this | 13 |
| increased funding needs to be strengthened with structures that | 14 |
| ensure access, accountability, and sustainability and support | 15 |
| the quality elements that are likely to result in positive | 16 |
| youth outcomes; therefore, be it
| 17 |
| RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | 18 |
| NINETY-FIFTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | 19 |
| there is established the After-school Funding Policy Task Force | 20 |
| to develop recommendations for the administration and | 21 |
| coordination of the after-school, mentoring, and student | 22 |
| support line item in the State Board of Education's budget; and |

| be it further
| 2 |
| RESOLVED, That the After-school Funding Policy Task Force | 3 |
| be comprised of the following members: | 4 |
| (1) one representative from the Governor's Office, | 5 |
| appointed by the Governor; | 6 |
| (2) one representative of the Department of Human | 7 |
| Services, appointed by the Secretary of Human Services; | 8 |
| (3) one representative of the State Board of Education, | 9 |
| appointed by the State Superintendent of Education; | 10 |
| (4) one representative (who shall serve as the convener | 11 |
| of the Task Force) of an organization that is both (i) | 12 |
| coordinated by a group with a goal of preventing violence | 13 |
| and (ii) composed of members that include the Department of | 14 |
| Human Services, the State Board of Education, and various | 15 |
| other organizations that provide after-school programming, | 16 |
| appointed by such an organization; | 17 |
| (5) one representative of a statewide after-school | 18 |
| advocacy group, appointed by the Governor; | 19 |
| (6) one representative of a statewide organization | 20 |
| professionally supporting one-to-one mentoring programs | 21 |
| and services, appointed by the Governor; | 22 |
| (7) one representative of a statewide violence | 23 |
| prevention organization, appointed by the Governor; | 24 |
| (8) one representative of a statewide group | 25 |
| representing law enforcement, appointed by the Governor; |

| (9) one representative of a statewide group | 2 |
| representing the African-American community, appointed by | 3 |
| the Governor; | 4 |
| (10) one representative of a statewide group | 5 |
| representing the Latino community, appointed by the | 6 |
| Governor; | 7 |
| (11) Two local government representatives, one from | 8 |
| the City of Chicago appointed by the mayor of the City | 9 |
| Chicago and one from a city other than the city of Chicago | 10 |
| appointed by the Governor; | 11 |
| (12) one representative of a Chicago-based | 12 |
| after-school program that receives funding from the | 13 |
| after-school, mentoring, and student support line item, | 14 |
| appointed by the general superintendent of schools of City | 15 |
| of Chicago School District 299; | 16 |
| (13) one representative of a downstate after-school | 17 |
| program that receives funding from the after-school, | 18 |
| mentoring, and student support line item, appointed by the | 19 |
| State Superintendent of Education; and | 20 |
| (14) up to 5 additional representatives appointed by | 21 |
| the Governor, as deemed appropriate; and be it further | 22 |
| RESOLVED, That the After-school Funding Policy Task Force | 23 |
| may invite additional members to join as needed for expertise | 24 |
| and consultation, including, but not limited to, members of the | 25 |
| General Assembly, after-school entities from other states, |

| university-represented experts in youth development, national | 2 |
| organizations, parents and youth, and funders; and be it | 3 |
| further | 4 |
| RESOLVED, That this State has in place the Illinois | 5 |
| After-School Partnership, which has over the past 3 years | 6 |
| gathered data to support increased quality and availability of | 7 |
| after-school programs and has access to State and national | 8 |
| expertise on elements of a sound after-school system; these | 9 |
| resources will be considered during the development of future | 10 |
| funding policies; and be it further | 11 |
| RESOLVED, That the After-school Funding Policy Task Force | 12 |
| shall undertake the following: | 13 |
| (1) develop policy recommendations for the | 14 |
| after-school, mentoring, and student support line item | 15 |
| that outline the priorities, guidelines, appropriate | 16 |
| administrative structures, and accountability systems that | 17 |
| allow sufficient flexibility to meet community needs and | 18 |
| require recipients to adhere to baseline measures of | 19 |
| accountability and to establish this line item as a | 20 |
| sustainable source of after-school funding in addition to | 21 |
| current state-level programs; and | 22 |
| (2) develop policy recommendations that ensure | 23 |
| adequate support for the administering agency to fund | 24 |
| program monitoring, data collection, and accountability |

| systems, professional development and technical | 2 |
| assistance, and program evaluations for recipients of this | 3 |
| funding and to provide technical assistance to | 4 |
| organizations not previously funded by this State to | 5 |
| increase their capacity to provide quality services; and be | 6 |
| it further | 7 |
| RESOLVED, That the After-school Funding Policy Task Force | 8 |
| shall produce a report outlining policy recommendations no | 9 |
| later than October 1, 2007, which report must be presented to | 10 |
| all appropriate House committees for approval; and upon | 11 |
| presenting its report the Task Force is dissolved; and be it | 12 |
| further
| 13 |
| RESOLVED, That suitable copies of this resolution be | 14 |
| delivered to the Governor, the Secretary of Human Services, the | 15 |
| State Superintendent of Education, and the general | 16 |
| superintendent of schools of City of Chicago School District | 17 |
| 299.". |
