1     AN ACT concerning State government.
 
2     Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
 
4     Section 5. The Government Buildings Energy Cost Reduction
5 Act of 1991 is amended by changing Section 25 as follows:
 
6     (20 ILCS 3953/25)
7     Sec. 25. Fluorescent or LED lighting in State buildings. In
8 order to reduce energy consumption, all buildings owned or
9 leased by the State that are 1,000 square feet in size or
10 larger shall, where practicable, use:
11         (1) Energy Star labeled light bulbs as defined by the
12     Energy Star Program of the United States Environmental
13     Protection Agency; .
14         (2) Light-emitting diode (LED) luminaires, lamps, and
15     systems whose efficacy (lumens per watt) and Color
16     Rendering Index (CRI) meet the Department of Energy
17     requirements for minimum luminaire efficacy and CRI for the
18     Energy Star certification, as verified by an independent
19     third-party testing laboratory that the federal
20     Environmental Protection Agency Administrator and the
21     Secretary of Energy determine conducts its tests according
22     to the procedures and recommendations of the Illuminating
23     Engineering Society of North America, even if the

1     luminaires, lamps, and systems have not received such
2     certification; or
3         (3) Any combination of (1) and (2).
4     Prior to implementing the use of Energy Star Light Bulbs,
5 any building to which this Section applies may deplete the
6 supply of non-Energy Star Light Bulbs it possesses on the
7 effective date of this amendatory Act of the 95th General
8 Assembly. Additionally, as most light bulbs contain mercury,
9 all buildings to which this Section applies shall ensure the
10 proper disposal of used light bulbs at a certified hazardous
11 waste recycling facility.
12     Historic buildings that are listed on the Illinois Register
13 of Historic Places, established pursuant to Section 6 of the
14 Illinois Historic Preservation Act, are exempt from the
15 requirements of this Section.
