AMENDMENT TO HOUSE BILL 4665

2     AMENDMENT NO. ______. Amend House Bill 4665 by inserting
3 after the title the following:
4     "WHEREAS, Abraham Lincoln, the sixteenth President of the
5 United States of America, led the nation with both courage and
6 compassion during one of the most turbulent periods of American
7 history; and
 
8     WHEREAS, Abraham Lincoln invoked the basic principles of
9 human equality espoused in the Declaration of Independence,
10 thereby redefining the objective of the American Civil War from
11 saving the union to fostering "a new birth of freedom" and
12 refocusing the underlying purpose of government to be an
13 institution "of the people, by the people and for the people";
14 and
 
15     WHEREAS, Abraham Lincoln took inspiration from the phrase
16 in the Declaration of Independence that "all men are created

1 equal" by leading the effort to fulfill the promise of this
2 great Nation in order to bring an end to slavery; and
 
3     WHEREAS, The year 2009 will mark the bicentennial of the
4 birth of Abraham Lincoln on February 12, 1809; and
 
5     WHEREAS, There is a national effort underway to commemorate
6 the bicentennial anniversary of Abraham Lincoln's birth and to
7 honor the legacy of his service and sacrifice to his country;
8 and
 
9     WHEREAS, In recognition of the prominent role that Illinois
10 and Illinoisans played in the life and times of Abraham
11 Lincoln, Illinois historical, tourist, and civic groups are
12 preparing events and activities to commemorate the
13 bicentennial of Lincoln's birth; and
 
14     WHEREAS, A National Abraham Lincoln Bicentennial
15 Commission and an Illinois Abraham Lincoln Bicentennial
16 Commission have been created; and
 
17     WHEREAS, The General Assembly introduces the Lincoln
18 Bicentennial license plates to commemorate the Bicentennial
19 anniversary of Abraham Lincoln's birth; and
 
20     WHEREAS, The additional fees associated with the Lincoln

1 Bicentennial license plates will benefit the Lincoln Legacy
2 Scholarship program, a legacy initiative of the Illinois
3 Abraham Lincoln Bicentennial Commission; therefore"; and
 
4 by replacing everything after the enacting clause with the
5 following:
 
6     "Section 5. The State Finance Act is amended by adding
7 Section 5.708 as follows:
 
8     (30 ILCS 105/5.708 new)
9     Sec. 5.708. The Lincoln Legacy Scholarship Fund.
 
10     Section 10. The Illinois Vehicle Code is amended by adding
11 Section 3-680 as follows:
 
12     (625 ILCS 5/3-680 new)
13     Sec. 3-680. Lincoln Bicentennial license plates.
14     (a) The Secretary, upon receipt of an application made in
15 the form prescribed by the Secretary, may issue special
16 registration plates designated as Lincoln Bicentennial license
17 plates. The special plates issued under this Section shall be
18 affixed only to passenger vehicles of the first division and
19 motor vehicles of the second division weighing not more than
20 8,000 pounds. Plates issued under this Section shall expire
21 according to the multi-year procedure established by Section

1 3-414.1 of this Code.
2     (b) The design and color of the plates is wholly within the
3 discretion of the Secretary. The Secretary may allow the plates
4 to be issued as vanity plates or personalized under Section
5 3-405.1 of the Code. The Secretary shall prescribe stickers or
6 decals as provided under Section 3-412 of this Code.
7     (c) An applicant for the special plate shall be charged a
8 $25 fee for original issuance in addition to the appropriate
9 registration fee. Of this fee, $10 shall be deposited into the
10 Lincoln Legacy Scholarship Fund and $15 shall be deposited into
11 the Secretary of State Special License Plate Fund, to be used
12 by the Secretary to help defray the administrative processing
13 costs.
14     For each registration renewal period, a $25 fee, in
15 addition to the appropriate registration fee, shall be charged.
16 Of this fee, $23 shall be deposited into the Lincoln Legacy
17 Scholarship Fund and $2 shall be deposited into the Secretary
18 of State Special License Plate Fund.
19     (d) The Lincoln Legacy Scholarship Fund is created as a
20 special fund in the State treasury. All money in the Lincoln
21 Legacy Scholarship Fund shall be paid, subject to appropriation
22 by the General Assembly and approval by the Secretary, as
23 grants to the Illinois Community College System Foundation for
24 scholarships to be distributed to students at public and
25 private Illinois colleges and universities who are recipients
26 of scholarships under the Lincoln Legacy Scholarship program,

1 founded by the Illinois Abraham Lincoln Bicentennial
2 Commission.
 
3     Section 99. Effective date. This Act takes effect upon
4 becoming law.".
